Since 1st November 2010, Raymond Wagener is the Director of the Inspection générale de la sécurité sociale (IGSS) of Luxembourg. He holds a  PhD in Mathematics.

Before becoming the Director of IGSS, he was the head of its Statistics, Actuarial Studies and Social Planning Department, and as a representative of Luxembourg, member of the EU Social Protection Committee.

At the Maastricht Graduate School of Governance of the University of Maastricht he was a part-time lecturer on health care financing between 2002 and 2010.

Between 1992 and 1997 he was the project leader of the bilateral cooperation project for the computerization of the Cape Verde Social Security. He also worked as a consultant for the ILO and the World Bank in various countries in Africa, Asia and Latin America. He is a member of the Luxembourg Inter-ministerial Commission for Development Cooperation and of the Board of Lux-Development.
