Regulatory Policy and Administrative Simplification in the MENA region

 

Why does Regulatory Policy matter?

In the quest to prevent a future global financial and economic crisis, the term 'regulation' cannot be escaped. Discussions surrounding both the desirable amount and design of regulation are relevant far beyond the financial sector.

Calls for efficient and effective regulation are part of the overall reform process in the MENA region as it questions the set of instruments which governments use to impose requirements on citizens and enterprises. Incoherent regulations, failure of intended policy objectives or unnecessary burdens placed on citizens and enterprises are likely consequences of poorly designed regulations.

Regulatory reform aims to enhance government frameworks for how regulations are made. Key tools to improve the quality of laws and regulations include public consultation, ex-ante impact assessments examining the implications of potential regulatory options and ex-post evaluations reviewing legislation stock.

By assessing the current regulatory environment against key principles, such as transparency, accountability and participation, the OECD actively supports MENA countries in their transition towards more democratic and efficient governance systems.

Working Group IV – Regulatory Reform and the Rule of Law

The MENA-OECD Working Group on Regulatory Reform and the Rule of Law (Working Group IV) promotes a forum for MENA countries and international experts to exchange on good practices in regulatory reform and discuss how to ensure effective access to justice services and strengthen the rule of law.
