Supporting the Modernisation of Local Administration in Morocco

 

PROJECT OVERVIEW 

 

Since 2015, the MENA-OECD Governance Programme has contributed to improve the quality of public policies and programmes and strengthen citizens' trust and participation in governance at the local level, within the framework of the implementation of the "Advanced Regionalisation Process

Between 2015 and 2017, the project “Strengthening governance institutions to promote socio-economic development in Morocco” financed by the Transformation Partnership of the German Federal Ministry of Foreign Affairs sought to promote socio-economic development in Morocco, by:

  • Supporting the Ministry of Interior in strengthening local institutions and increasing citizens' participation in public decision-making.
  • Assisting the Moroccan Court of Accounts in delivering on its mandate to ensure the proper functioning of the audit system. Learn more about the OECD's work on auditing institutions

Building on the results and key challenges identified during the first project, the project “Modernisation of Local Administration in Morocco” supported the Tangier-Tétouan-Al Hoceima region in the implementation of reforms initiated by the 2011 Constitution and the 2015 process of advanced regionalisation with the General Directorate of Local Authorities (Direction Générale des Collectivités Territoriales - Ministry of Interior).

Financially supported by the Spanish Agency for International Development Cooperation (AECID), the project aimed at accompanying local authorities in the delivery of more effective, transparent and inclusive services and programmes.

The OECD support focused on three main areas:

  • Human resource management;
  • Administrative simplification;
  • Citizen participation.

The project included two complementary axes:

  1. review analysing the challenges and opportunities regarding the modernisation of local administration in the region of Tangier-Tetouan-Al Hoceima;
  2. Capacity building activities for the Direction Générale des Collectivités Territoriales and civil servants in the pilot region of Tangier- Tetouan-Al Hoceima.

The new phase of the project Faisons des citoyens et des jeunes des accélérateurs de la modernisation de l’administration locale, implemented since January 2021, aims to promote good practices of dialogue with citizens and youth to accelerate local governance reforms and improve the engagement of citizens, and in particular youth in the planning and delivery of public services in the municipalities of the Tangier-Tetouan-Al Hoceima region The project also aims to share the recommendations and good practices identified for the municipalities of Tangier-Tetouan-Al Hoceima region with other regions facing similar challenges in terms of citizen participation and modernization of the administration.

The project includes three complementary axes:

  1. Promote good practices of dialogue with citizens, especially youth, as a driver for inclusive citizen participation to support the development of the municipalities in the region
  2. Involve young people in the design and delivery of public services
  3. Share the experience of the Tangier-Tétouan-Al Hoceima region and support capacity building on modernisation of administration and citizen participation in the regions of Drâa-Tafilalet and Guelmim-Oued Noun.
