Ukraine: Credit Guarantee Scheme Project

 

Setting-up the Conditions to Establish a Credit Guarantee Scheme (CGS) for Agribusiness SMEs in Ukraine, September 2013 – February 2016

Building on the recommendations of the Sector Competitiveness Strategy for Ukraine, the Project advises on the implementation of a credit guarantee scheme for agribusiness SMEs.

 

The CGS Project aims at enhancing access to finance for SMEs in Ukraine’s agribusiness sector by supporting the Government of Ukraine in establishing a CGS for agricultural SMEs (100 - 2000 ha) in four pilot regions: Cherkassy, Vinnytsia, Poltava and Kharkiv. The project is fully financed by the Government of Sweden.

 

The CGS Project puts in place the necessary conditions to set up a credit guarantee scheme for agribusiness SMEs in Ukraine, taking into account both international good practices and the specific context of Ukraine.

 

Key activities include:

  • Conducting pre-feasibility and feasibility studies to identify the key stakeholders’ objectives and gauge their interest;

  • Designing key features and risk management procedures of the credit guarantee scheme for agribusiness;

  • Defining the funding and governance of the CGS and organising other horizontal activities on building capacity for key policy makers and stakeholders.

 

Task Force

The Project will be co-ordinated by a Task Force with representatives from the National Bank of Ukraine, the Ministry of Economic Development and Trade, the Ministry of Finance, the Ministry of Agrarian Policy and Food, the State Agency for Regulatory Policy and Entrepreneurship and the OECD Eurasia Competitiveness Programme. The Task Force will closely follow the project’s activities, define the instrument, facilitate the OECD’s field work, and regularly consult with key stakeholders from government and the private sector.

 
The firm International Projekt Consult (IPC) will be working with the OECD to design the technical and financial elements of the CGS, and support the implementation of the CGS in co-operation with the relevant Ukrainian institutions and stakeholders.

 
The CGS project is implemented in close collaboration with the Government of Ukraine and falls under the policy areas of co-operation as identified in the OECD-Ukraine Memorandum of Understanding. The Task Force meets quarterly in Kyiv, and proposes decisions to be endorsed by the OECD-Ukraine Co-ordination Council, which is chaired by the Deputy Prime Minister of Ukraine and co-chaired by the Minister of Economic Development and Trade of Ukraine.
