Supporting Decentralisation in Ukraine: Study Visit to Poland

 

In the framework of the OECD project Supporting Decentralisation in Ukraine (2017-18), a study visit took place from 25-28 September in Lublin and Rzeszów, hosted by the Polish Ministry of Foreign Affairs. The purpose of this visit was to get first-hand experience of practices put in place by Polish cities and regions for improving public service delivery at the local level in a decentralised context. The Ukrainian delegation was represented by the following institutions: Lviv Regional State Administration, Lviv City Council, the Association of Ukrainian Cities and the Association of Amalgamated Territorial Hromadas.

The visit focused on Polish experience in developing efficient local public service delivery systems. The meetings with the regional and municipal authorities of the Lublin and Subcarpathian regions addressed common challenges for the Ukrainian decentralisation process such as multi-level governance and co-ordination mechanisms, local public finance management, and public service delivery at a local level, with a focus on the transport, sewage and waste management sectors. The meetings with the Association of Polish Cities and a roundtable with the heads of local communities (gminas) of Rzeszów County also provided the opportunity to discuss challenges and find common solutions.

CAPACITY-BUILDING SEMINAR ON PUBLIC SERVICE DELIVERY AT THE LOCAL LEVEL, LUBLIN, 25 SEPTEMBER 2017

In the framework of this study visit, the OECD also held a capacity-building seminar on Monday 25 September 2017 in Lublin. The OECD seminar addressed the issue of delivering public service in transport and waste management sectors, drawing from the experience of local government of the regions and cities in Poland. The seminar was organised in the context of the Eastern Europe Initiative Congress which focused on, among other issues, the challenges of rural and urban development.

The project Supporting Decentralisation in Ukraine (2017-18) was launched in September 2016 in the framework of the OECD-Ukraine Action Plan. It is jointly implemented by the OECD Regional Development Policy Committee and the OECD Eurasia Competitiveness Programme, with the financial support of the EU Delegation in Ukraine and the Governments of the Czech Republic, Flanders (Belgium), and Poland.
