Supporting Decentralisation in Ukraine: Study Visit to Flanders

 

 

In the framework of the OECD project Supporting decentralisation in Ukraine, a study visit hosted by the Flemish Agency for Home Affairs took place from 24-27 April in Brussels with a day trip to Ghent. The aim of the study visit was to get first-hand experience of practices put in place in the Flemish Region in terms of public service delivery and regional development, as well as to visit the European Union institutions in Brussels. 

The Ukrainian delegation was represented by seven policy makers from the Ministry of Regional Development, Construction and Communal Services, Ministry of Finance, Cabinet of Ministers of Ukraine, Presidential Administration of Ukraine, Association of Ukrainian Cities, and Association of Amalgamated Communities.

Decentralisation in Ukraine project study visit: Supporting local public service, subnational finances and regional development: Insights from Flanders, Belgium, 24-27 April 2017

FOCUS AND ISSUES: 

The visit focused on the Flemish experience in terms of managing local public services and regional development. The meetings with the representatives of the Flemish Agency for Home Affairs and the East Flanders region officials in Ghent addressed the issues of regional development, service delivery and public finance management.

The issues of inter-municipal co-operation and public service delivery in a decentralised context, as well as the role of local business in supporting economic and social development at the local levels were discussed with the representatives of the Association of Flemish Cities and Municipalities (VVSG) and Flanders’ Chamber of Commerce and Industry (VOKA).

The meeting with the EU Directorate General for Regional and Urban Policy (DG Regio) contributed to a fuller understanding of the European regional development policy and its impact with respect to administrative, investment and service delivery capacity in Europe, and addressed the issues of the horizontal and vertical co-ordination mechanisms as well as the main challenges of effective implementation of the regional development policy.

The project supporting decentralisation in Ukraine was launched in September 2016 in the framework of the OECD-Ukraine Action Plan. It is jointly implemented by the OECD Regional Development Policy Committee and the OECD Eurasia Competitiveness Programme, with the financial support of the EU Delegation in Ukraine and the Governments of the Czech Republic, Flanders (Belgium), and Poland.
