The seminar was opened by Mr. Taras Tokarski, Deputy Minister on European Integration at the Ministry for Regional Development, Building and Housing of Ukraine. The audience included representatives of the central administration, national agencies, regional representatives, business associations, civil society stakeholders and international donor institutions active in the decentralisation reform.
