Monitoring the Framework for the Development of Energy Service Companies (ESCOs) in Ukraine

 

Seminar in Kyiv, Ukraine, Friday 6 April 2018

This seminar will look at the recommendations for the development of a policy framework for Energy Service Companies (ESCOs) in Ukraine as summarised in the 2015 OECD Report.  The seminar will discuss the implementation of policy recommendations provided by the OECD and endorsed by the Government of Ukraine in four areas:

1) Boosting supply of energy services by easing access to finance

2) Stimulating demand for ESCO services

3) Matching supply and demand

4) Raising awareness and promoting the ESCO model.

The seminar will also highlight further opportunities and challenges linked to ESCO development and the energy savings market in Ukraine, and present approaches adopted by OECD member countries to develop ESCOs. Three OECD countries will act as peer reviewers to monitor the progress made by Ukraine in implementing OECD recommendations, and to share their country experience on ESCOs with Ukraine. Peer reviewer countries are: Norway, Slovak Republic and Sweden.

This seminar is the first in a series held with Ukrainian officials over the course of the monitoring review to be carried out by the OECD Eurasia Competitiveness Programme throughout 2018. The monitoring review will be discussed at the OECD Eurasia Competitiveness Roundtable during OECD Eurasia Week 2018. The OECD monitoring review is implemented with the financial support of the Slovak Republic and Flanders.
