OECD-EU survey

 

Sub-national governments were responsible for more than two thirds of total public investment in 2013 across the European Union. However, it is increasingly difficult for them to finance infrastructure projects in the current tight fiscal context. Given the huge infrastructure needs, it is important to have a better understanding of the challenges involved and to learn from good practices.


The OECD conducted a survey with the EU Committee of the Regions to better understand the challenges at stake. The questionnaire was organised around the key issues addressed in the OECD Recommendation on Effective Public Investment across Levels of Government adopted by the OECD in 2014 and endorsed by the Committee of the Regions.

The results were debated by EU local leaders with the OECD Deputy Secretary-General, Mari Kiviniemi, during a meeting with the CoR's Commission for Territorial Cohesion Policy and EU Budget (COTER) in Brussels on 11 December. Read more about the meeting.
