Global Forum Secretariat helps Tanzania prepare for peer review on transparency and exchange of information on request

26/04/2024 – Within the framework of its technical-assistance programme for Tanzania, and in preparation of the country’s second phase peer review on transparency and exchange of information on request (EOIR), the Global Forum Secretariat organised a mock on-site visit from 22 to 26 April 2024. The exercise aimed to prepare local authorities and stakeholders for the actual onsite visit, to be carried out by a Global Forum assessment team as part of the second phase of Tanzania’s EOIR peer review, scheduled to be launched in the third quarter of 2025.

The visit gave participants the opportunity to review and discuss Tanzania’s implementation of the practical requirements of international co-operation for tax purposes, as stated in exchange of information agreements, with a specific focus on EOIR. These discussions helped identify areas for improvement in the implementation of the EOIR standard. Participants also took time to reflect on the benefits of international co-operation to advance tax transparency and the progress made by Tanzania to date.

Tanzanian authorities reiterated their strong commitment to implement the action plan that was designed to ensure a successful peer review, and to benefit from the improved global tax transparency landscape in support of their domestic resource mobilisation efforts.

During the visit, experts from the Secretariat met with officials from the Ministry of Finance, the Tanzania Revenue Authority, the Financial Intelligence Unit, the Bank of Tanzania, the Business Registration and Licensing Authority, Registration Insolvency and Trusteeship Agency, Zanzibar Business and Property Registration Agency, and the Office of the President in Zanzibar. They also met with key stakeholders from the private sector, including representatives of commercial banks, tax advisors and accounting professionals.

The phase 1 peer review report, which analysed Tanzania's legal and regulatory framework for EOIR, was published in November 2021. Tanzania joined the Global Forum in 2015 and is a member of its Africa Initiative.

The Global Forum is the leading multilateral body mandated to ensure that jurisdictions around the world adhere to and effectively implement both the exchange of information on request standard and the standard of automatic exchange of information. These objectives are achieved through a robust monitoring and peer review process. The Global Forum also runs an extensive capacity-building programme to support its members in implementing the standards and help tax authorities make the best use of cross-border information sharing channels.
