Global Forum hosts first Train the Trainer network meeting

 

First meeting of the Train the Trainer network

06/12/2023 - Less than a week after the 16th Global Forum plenary meeting, 53 tax officials, including 35 women, met on 5-6 December 2023 at the OECD in Paris for the first meeting of the Train the Trainer network hosted by the Global Forum on Transparency and Exchange of Information for Tax Purposes (Global Forum). The meeting gathered participants from Africa, Asia, Central and Eastern Europe, Latin America and the Middle East: Algeria, Benin, Brazil, China (People’s Republic of), Côte d’Ivoire, Eswatini, Gabon, Kenya, Madagascar, Malaysia, Maldives, Mali, Moldova, Mongolia, Panama, Paraguay, Philippines, Qatar, North Macedonia, Senegal, Seychelles, Tanzania, Tunisia, Türkiye and United Arab Emirates.

The Train the Trainer network is made-up of 186 officials which have been trained and equipped by the Global Forum Secretariat to train officials on exchange of information (EOI) within their respective tax administrations and beyond. Overall, in three years, the programme has resulted in the training of 186 officials from 65 member jurisdictions who, in turn, have conducted 166 local training events in the participating jurisdictions. These trainers have collectively trained nearly 6 000 tax officials since 2021, including 46% female tax professionals. On average, each trainer from the Train the Trainer programme has trained 32 other tax officials.

The Head of the Global Forum Secretariat, Ms Zayda Manatta, congratulated all the successful participants in this demanding 9-month programme. She emphasised that they contributed to develop domestic capacities in EOI in their respective countries, which should progressively translate into an increasing use of EOI to support cross-border tax investigations. She encouraged them to build on these successes and to continue to develop their own, and their colleagues’, capacities on the use of EOI tools to support domestic resource mobilisation.

The network meeting provided an opportunity for the participants to take stock of the results achieved by the programme since its inception, and how it is helping tax administrations build sustainable EOI capacities for effective domestic resource mobilisation. The participants shared experiences in conducting successful trainings, and how these trainings have led to increased utilisation of EOI tools, such as jurisdictions sending out more requests for information. They finally discussed the next steps for the programme and how the network could foster a culture of EOI to tackle tax evasion and mobilise domestic revenues.

The Train the Trainer programme is a second generation of trainings developed by the Global Forum Secretariat, which aims at offering sustainable local training resources in EOI, allowing local trainers to adapt and multiply the acquired knowledge and skills in their own tax administrations. The programme was launched in 2021 starting with African member countries and building on its success, it is now declined across several vast regions.
