2019 High-Level Conference on Financial Education in the CIS

DAY 1 - Senior officials from the Commonwealth of Independent States (CIS) and the Russian Ministry of Finance and international and OECD experts on financial education reviewed the achievements of the first phase of the Technical Assistance Project. Focus areas included: measuring financial literacy and inclusion, the design and implementation of national strategies, the financial literacy of young people and the financial literacy of migrants.
DAY 2 - The second phase of the Technical Assistance Project was announced. A roundtable discussion explored avenues for future work on financial education and inclusion, and follow-up opportunities to be pursued through the community of CIS experts and policy makers formed over the past three years. A more technical workshop focused on an issue pertinent to transition economies: the risks of short-term consumer credit and the need for responsible borrowing behaviour.

About the project
Launched in 2017, the OECD-Russia Technical Assistance Project on Financial Education in the Commonwealth of Independent States (CIS)/Eurasia provides tailored guidance and technical support for the design, implementation and review of evidence-based financial education strategies and policies in six CIS/Eurasian economies: Armenia, Azerbaijan, Belarus, Kazakhstan, the Kyrgyz Republic and Tajikistan. This project draws on OECD/INFE expertise and good practices to support the design, implementation and evaluation of effective financial education strategies and policies as a key prerequisite for financial consumer protection and inclusion. The first phase of the project focused on four work streams:
Building on internationally recognised expertise and longstanding commitment to advancing financial literacy around the world, the OECD/INFE is leading the project. The project has also benefited from the expertise of the G20/OECD Task Force of Financial Consumer Protection. This work is carried out with financial support from the Ministry of Finance of the Russian Federation and benefits from its technical expertise and participation in project activities. A second phase of the project will be announced during the high-level event on 9-10 December 2019. |
