    Independent Evaluation of the Demand-Driven Impact Evaluations for Decisions (3DE) Pilot

    The overall aim of this evaluation was to refine and test a more elaborate Theory of Change, and look at the quality of the evaluations. An assessment was made as to whether 3DE, as a pilot model, has been successful in supporting and increasing evidence-based policy-making and in building the capacity and changing the behaviour of Ministry staff in terms of them demanding and using evidence.

    Gender sense & sensitivity – Policy evaluation on women’s rights and gender equality 2007-2014

    The evaluation found that the Ministry of Foreign Affairs has struggled with mainstreaming the equal rights for women and men principle into development aid policies. The report calls for increasing gender sensitivity, for analysing women’s specific constraints, needs and priorities. It underlines the importance of a long-term commitment to gender equality coupled with a sensible dose of realism on what effectively can be accomplished.

    Review of the Uganda country strategy 2010-2015

    The total bilateral ODA of Austria to Uganda between 1994 and 2012 amounted to 158 million Euro and focused mainly on water, sanitation and rights, justice and peace. The review of the current Uganda country strategy assessed the relevance, impact and effectiveness of its strategic focus and provides important input for the elaboration of Austria's next Uganda Country Strategy.

    Evaluating The Effectiveness of Gender-Based Violence Prevention Programs with Refugees in Uganda

    This evaluation focused on GBV prevention programs conducted by the American Refugee Committee (ARC) and the Medical Teams International (MTI). ARC and MTI consistently met, exceeded, or achieved progress toward planned gender-based violence prevention and response program objectives and activities during the evaluation period. Both organizations were on target to achieve current program activities in FY 2013.

    Evaluating The Effectiveness of Gender-Based Violence Prevention Programs with Refugees in Chad, Malaysia, and Uganda

    With respect to primary gender-based violence (GBV) prevention, NGOs used a variety of awareness-raising strategies and approaches to target refugee communities and specific population subsets. Overall, they were effectively able to engage with refugee communities. However, best practice models and program indicators that can demonstrate the success of awareness programming and its impact on social norms change are lacking.

    Mid-Term Evaluation Report on the Enhanced Data Dissemination Initiative Project (EDDI)

    The evaluation was conducted internally by the IMF in consultation with DFID. EDDI is a five-year project implemented by the IMF to improve macroeconomic statistics in 25 African countries. The mid-point of a five-year project is an appropriate time for all stakeholders of the project to step back and take stock of what has been accomplished in the first half of the project, what has gone well, what aspects have been disappointing.

    External evaluation on the Development of a short course on Gender and Climate Change (G&CC)

    The overall objective of the short training course on Gender and Climate Change (G&CC)was to build knowledge and understanding of the causes of climate change and its impacts on development and gender relations in Uganda on one hand; and, to build local capacity in Uganda to design and implement gender-responsive climate change policies, strategies and programmes by using analytical and critical thinking skills on the other.

    The Netherlands and the European Development Fund – Principles and Practices: Evaluation of Dutch involvement in EU development cooperation (1998-2012)

    This evaluation presents the findings of the policy evaluation of the Dutch involvement in European Development Cooperation with a focus on the European Development Fund and the Cotonou Agreement. Some of its main conclusions show that there is a growing convergence between EU aid policies and the key principles of Dutch aid and that the Dutch view on complementarity and added value of EU aid has changed quite frequently.
