Gender sense & sensitivity – Policy evaluation on women’s rights and gender equality 2007-2014
The evaluation found that the Ministry of Foreign Affairs has struggled with mainstreaming the equal rights for women and men principle into development aid policies. The report calls for increasing gender sensitivity, for analysing women’s specific constraints, needs and priorities. It underlines the importance of a long-term commitment to gender equality coupled with a sensible dose of realism on what effectively can be accomplished.

Gender, peace and security: Evaluation of the Netherlands and UN Security Council resolution 1325
This report aims to assess what progress the Netherlands has accomplished in putting the UN resolution 1325 into practice. To make this assessment, the report examines the Dutch National Action Plans that were agreed in 2007 and 2011, and the activities undertaken by the signatories to the Plans. It is a sub-study of the policy evaluation on women’s rights and gender equality conducted by IOB.

Evaluation of Norwegian Multilateral Support to Basic Education
The evaluation assesses Norwegian multilateral support to basic education through UNICEF and the Global Partnership for Education. It looks at development aid effectiveness, aid management and financing of education in: Afghanistan, Burkina Faso, Ethiopia, Haiti, Madagascar, Malawi, Mali, Mozambique, Nepal and Zambia. The emphasis was put on three education goals: quality of learning, gender and inclusion of marginalised groups.

Humanitarian Assistance through Mobile Cash Transfer in Northern Afghanistan
The report found that despite its failure to address people’s humanitarian needs in a timely manner, the DFID pilot test has proven promising, to many extents. There were still food shortages that were not the result of the drought at the time of the intervention, and the cash received helped households to deal with these without having to resort to extreme coping strategies.

Evaluation of the strategy for Danish humanitarian action 2010-2015
This report presents the findings of the evaluation against six overarching evaluation questions, drawing on case study interviews and data collection in South Sudan, Syria and Afghanistan. One challenge with the current strategy is that it does not include indicators or a results framework for monitoring implementation and measuring the achievement of objectives, making it difficult to assess Danida’s implementation of the strategy.

Peace and Development in Finland´s Development Cooperation- Country programme in Afghanistan
This evaluation assesses how Finnish development cooperation in fragile states is contributing towards peace and security. The role of development policy as part of conflict prevention and peace mediation was included in the Programme of the Finnish Government in 2011. Mixed results for Dutch policy in fragile states - IOB Newsletter
The Netherlands strives to reduce conflict and promote peacebuilding in fragile states (countries in a conflict or a post-conflict situation). In the period under evaluation, the Netherlands pursued an integrated approach, working with other donor countries and international organisations.
