The Assessment Frameworks for Cycle 2 of the Programme for the International Assessment of Adult Competencies 

The OECD’s Programme for the International Assessment of Adult Competencies (PIAAC) represents a comprehensive international comparative assessment of the information processing skills of adults vital for the full participation in social and economic life in the 21st century. PIAAC is now in its second cycle and continues a series of international assessments of adult skills that began in the mid-1990s with the International Adult Literacy Survey (IALS).

The Assessment Frameworks for Cycle 2 of PIAAC provide an essential background for understanding the skills assessed by the PIAAC assessment and for interpreting the results of the study. The Assessment Frameworks define and describe the skills assessed in the study – literacy, numeracy and problem solving – and outline the key features of the assessment of these skills. In addition, the relationship between Cycle 2 of PIAAC and previous assessments of these skills among the adult population is explained and an overview is provided of the changes that have occurred in the conceptualisation of these skills in the different international assessments of adult skills implemented over the last two decades.

Skills Matter: Additional Results from the Survey of Adult Skills (Round 3)

Based on the results from the 33 countries and regions that participated in the 1st and 2nd round of the Survey of Adult Skills in 2011-12 and in 2014-15, this report describes adults’ proficiency in three information-processing skills, and examines how proficiency is related to labour-market and social outcomes. It places special emphasis on the results from the 3rd and final round of the first cycle of PIAAC in 2017-18, which included 6 countries (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States).

Skills Matter: Further Results from the Survey of Adult Skills (Round 2)

This volume reports results from the 24 countries and regions that participated in the first round of the survey in 2011-12 (first published in OECD Skills Outlook 2013: First Results from the Survey of Adult Skills) and from the nine additional countries that participated in the second round in 2014-15 (Chile, Greece, Indonesia [Jakarta], Israel, Lithuania, New Zealand, Singapore, Slovenia and Turkey). It describes adults’ proficiency in the three information-processing skills assessed, and examines how skills proficiency is related to labour market and social outcomes.

OECD Skills Outlook 2013: First Results from the Survey of Adult Skills (Round 1)
The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some of key skills in society and how they are used at work and at home. The first survey of its kind, it directly measures proficiency in several information-processing skills – namely literacy, numeracy and problem solving in technology-rich environments. This first edition of the OECD Skills Outlook reports results from the countries and regions that participated in the first round of the Survey of Adult Skills.

Literacy, Numeracy and Problem Solving in Technology-Rich Environments - Framework for the OECD Survey of Adult Skills
This report maps the development of the Programme, from determining what should be measured, to defining the meaning of PIAAC’s three core domains, “literacy”, “numeracy” and “problem solving in technology-rich environments”, to designing assessment tasks and determining how those tasks will be interpreted. It summarises the draft frameworks, developed by dedicated experts, for each of the assessment domains, and includes examples of the items and stimuli used to measure proficiency in the three domains. In essence, it provides an overview and a look at the underpinnings of PIAAC.
