OECD - Arab League Conference: Fostering Regional Integration on Investment

9-10 December 2014 - Cairo, Egypt

The conference, held at the Arab League Headquarters in Cairo, is part of an enhanced co-operation between the two organisations, which jointly organised in April 2014 the technical workshop on the "Amended Arab League Investment Agreement: Key improvements and ratification process".

The conference brought together 50 participants, including policy makers and investment-related institutions, representatives from 13 Arab countries, representatives from regional organisations, including the Arab Money Fund (AMF), the Cairo Regional Centre for International Commercial Arbitration (CRCICA), the General Union of Arab Chambers (GUCCIAAC), the Gulf Cooperation Council (GCC), the European Union Delegation and private sector representatives in addition to the experts from the Arab League and the OECD.

The Programme supported the Arab League through an analysis of the 2013 Amendment to the 1980 Arab League Investment Agreement, an assessment of investment flows in the region and a study of investment legal reforms at the national, regional and international levels.

The Programme also allowed participants to take stock of existing economic and legal tools to stimulate investment, learn from experiences of other regional groupings, e.g. the Association of Southeast Asian Nations (ASEAN), and share Member State positions on building an integrated free-investment area. The Arab League called for further co-operation with the Programme through studies, dialogue and capacity-building activities with a view to building awareness and support of the Arab League’s efforts towards regional investment integration.
