Deepening Tunisia´s Integrity Foundations

 

The project “Deepening Tunisia’s Integrity Foundations” consolidates the integrity system in the Tunisian public sector through:

  • Strengthening the application of a code of conduct for public agents and ensuring its implementation by organising two “train-the-trainers” seminars in order to form a group of civil servants that can replicate capacity building on values throughout the public sector.
  • Increasing capacity for risk management, internal control and audit in Tunisian public institutions and public enterprises by implementing the recommendations mentioned in the OECD Integrity Review of Tunisia’s Audit System during two upcoming capacity building seminars.
  • Supporting the government in elaborating a tailored legal framework to protect whistleblowers by providing technical support, feedback on draft laws and the exchange of international experiences and best practices in OECD networks and activities.
  • Providing a practical manual on e-procurement that sets up the procedures of the new e-procurement platform “TUNEPS” and procurement best practices based on the new legislation and training concerned civil servants to act as trainers in the public institutions.

“Implementing Integrity Tools and Mechanisms to Increase Good Governance in Tunisia” is the title of the 2015-2016, the last phase of collaboration between Tunisia and the MENA-OECD Governance Programme.

The project financed by the Arab partnership fund – UK FCO and aims to;

  • Support the implementation of the previous OECD recommendations with concrete actions to restore confidence in the Tunisian administration.
  • Establish a pilot project on the internal control and the risk management systems as a tool to enhance good governance.
  • Design of a national strategy for the implementation of the code of conduct for public officials.

TRAIN - THE - TRAINERS SEMINARS

Organised at both the regional level and the local level, a series of these seminars for the code of conduct have taken place with aim of training public officials to act as future trainers inside their institutions in order to institutionalize the implementation of the Code in terms by informing, training and transforming.

A steering committee composed of representatives from the executive and legislative branches, independent institutions and civil society was designated in September 2015 to draft the strategy of implementation of the code of conduct and set the main axes of the strategy.

In line with the recommendations of the OECD study Examen de l’OCDE du Système de Contrôle et d'Audit de la Tunisie – Gestion des risques dans les institutions publiques and a strategic note for setting up internal control systems within the Tunisian administration, the OECD was requested to undertake an assessment of the reform process in one of the pilot programmes to identify potential bottlenecks and share international good practices in order to facilitate the gradual development and adjustment of internal control systems.

 REGIONAL WORKSHOPS

Seminar on Internal Control -  Tunis, 24 March 2016

This seminar was dedicated to the internal control. With the presence of the Tunisian Minister of Minister of Agriculture, Hydraulic Resources and Fisheries as well as key partners, the preliminary version of the OECD report on internal control and risk management was launched along with the pilot project on internal control in the Ministry of Agriculture.

 

Seminar on the National Strategy of the Implementation of the Code of Conduct - Tunis, 23 March 2016

This seminar focused on the launching of the national strategy of the implementation of the code of conduct. The Minister of Public Service, Governance and Fight against Corruption, Mr. Ayadi attended the seminar. He called for the adoption of a culture of facts and action over a culture that is excessively conceptual and theoretical.

 

Train-the-Trainers Seminar on the Code of Conduct - Monastir, February 2016 

This seminar organised on 25-26 February 2016 in the Tunisian city of Monastir, was part of the train-the-trainers programme for the code of conduct on the regional and local levels that were organized in 2016 and that were aiming at training public officials to act as future trainers inside their institutions to institutionalize the implementation of the Code in terms by informing, training and transforming. During this seminar, 28 civil servants received two-day training for the implementation of the code of conduct.

 

Train-the-Trainers Seminar on the Code of Conduct - Gafsa, January 2016

Organised on 20-21 January in the Tunisian city of Gafsa, this seminar was part of the train-the-trainers programme for the code of conduct on the regional and local levels aiming at training public officials to act as future trainers inside their institutions to institutionalize the implementation of the Code in terms by informing, training and transforming. 34 public servants received training during this seminar that aimed at reached areas remote from the central level; more precisely civil servants from the governorates of Tozeur, Sidi Bouzid and Gafsa.
