Hakim Hamadi

Mr Hakim Hamadi heads the Capacity Building and Outreach Unit of the Global Forum. In his role, he oversees our technical assistance programme to help jurisdictions implement the transparency and exchange of information standards standards, build capacities and develop a culture of exchange of information. The unit's main activities include induction programmes for new members; trainings and the development of tools to assist in the implementation of the standards and “à la carte” technical assistance tailored to the needs of the jurisdiction and focused on advanced transparency requirements such as beneficial ownership and automatic exchange of information.

Mr Hamadi leads the advancement of our regional initiatives (e.g. Africa Initiative, Punta del Este Declaration) to promote transparency and the exchange of information for tax purposes in particular regions, working closely with relevant regional bodies and organisations. He joined the Secretariat in 2015 as tax policy advisor.

Before joining the Global Forum, Mr Hamadi worked as senior tax advisor from 2013 to 2015 at the Ministry of Finance of France (Tax Policy Directorate, Public Finances General Directorate) where he was involved in European and multilateral negotiations on direct taxation, harmful tax practices, base erosion and profit shifting and administrative cooperation. He started his career in 2007 as tax advisor.

Between 2003 and 2010, he teached various law courses at the University du Sud Toulon Var and the University Blaise Pascal in Clermont-Ferrand.

Mr Hamadi holds a PhD in Private Law and Criminal Sciences from the University du Sud Toulon Var.
