Global Forum Secretariat assists Cabo Verde in preparation of peer review on transparency and exchange of information on request

23/03/2023 - The Secretariat of the Global Forum on Transparency and Exchange of Information for Tax Purposes (Global Forum) is assisting Cabo Verde in preparing for its peer review aimed at assessing the country’s compliance with the international standard of transparency and exchange of information on request (EOIR). From 14 to 16 March 2023, the Global Forum Secretariat carried out an in-person training in Praia with the World Bank Group to help Cabo Verde’s stakeholders prepare for the review process.

Various meetings with representatives from the government were organised, including with the Ministry of Finance, Financial Intelligence Department, Revenue Administration, Center for Tax and Customs Studies, Ministry of Justice, Ministry of Foreign Affairs and the Central Bank.

Cabo Verde’s upcoming peer review, based on the enhanced 2016 terms of reference that include the availability of, and access to beneficial ownership information, is scheduled to be launched in the third quarter of 2024. This will be the country’s first assessment under the EOIR standard.

In parallel, Cabo Verde also received assistance during the same week from the Organisation for Economic Co-operation and Development, under its Inclusive Framework on Base Erosion and Profit Shifting (BEPS) induction and its ongoing Tax Inspectors Without Borders (TIWB) programmes.

The Global Forum is the leading multilateral body mandated to ensure that jurisdictions around the world adhere to and effectively implement both the exchange of information on request standard and the standard of automatic exchange of information. These objectives are achieved through a robust monitoring and peer review process. The Global Forum also runs an extensive capacity-building programme to support its members in implementing the standards and help tax authorities make the best use of cross-border information sharing channels.
