Francisco Benavides (Eng)

 

Francisco has been a Policy Analyst at the OECD Education Directorate since 2004. He is currently a project leader in the Policy Advice and Implementation Division, and is in charge of the Puebla-OECD Improving Schools study as well as of the Strong Performers, Successful Reformers: Korea report. In 2011, he was the co-leader of the project Overcoming School Failure: Policies that Work. This initiative focused on disadvantaged students, school dropouts and primary and secondary education policies.

 

Francisco worked on the Mexico-OECD Study analysing school management and teacher policies in 2008-2010. In 2006-2008 he was project manager of the Innovative Learning Environments and Teacher Education for Diversity projects. He has collaborated with other projects on innovation, ICTs and neurosciences.

 

Francisco is co-author of the Equity and Quality in Education: Supporting Disadvantaged Students and Schools (OECD, 2012); Improving Schools: Strategies for Action in Mexico (OECD, 2010) and Teacher Evaluation and Examples of Country Practices (Santiago and Benavides, 2009); and co-editor of The Nature of Learning: Using Research to Inspire Practice (OECD, 2010) and Innovating to Learn, Learning to Innovate (OECD, 2008).

 

Francisco obtained a M.Sc. in Political Sciences and Development at the IEP Sciences-Po Paris (Rotary Peace Scholar) and B.A. in International Relations in the Monterrey Tech – ITESM. Before working at the OECD, Francisco was journalist. He has collaborated with several development and humanitarian NGOs in the Americas, Africa and Europe. Francisco has French and Mexican nationalities.

Francisco es Analista de Políticas Públicas en la Dirección de Educación desde 2004. Como parte de la División de Consejo e Implementación de Políticas Públicas, Francisco es actualmente líder del proyecto Mejorando las Escuelas: OECD – Puebla; y del reporte Strong Performers, Successful Reformers de Corea. En el 2011, fue uno de los líderes del proyecto Overcoming School Failure: Policies that Work. Esta iniciativa se centra políticas para apoyar a los estudiantes y escuelas vulnerables, y contra la deserción escolar de los niveles de educación primaria y secundaria.

 

Como parte del proyecto de Cooperación México-OCDE 2008-2010, Francisco fue co-responsable de las áreas de gestión escolar y políticas docentes. Entre 2006 y 2008, fue el administrador de los proyectos: Ambientes Innovadores de Aprendizaje y de Educación Docente para la Diversidad. También ha colaborado en otras iniciativas de innovación, nuevas tecnologías y neurociencias.

Francisco es Maestro en Ciencias Políticas con especialidad en Políticas de Desarrollo por el Instituto de Estudios Políticos de París (Sciences-Po and Rotary Peace Scholar) y Licenciado por el Instituto Tecnológico de Monterrey (ITEMS). Antes de trabajar en la OCDE, Francisco fue periodista. Ha colaborado también con diversas ONGs humanitarias y de desarrollo en las Américas, África y Europa. Francisco es mexicano y francés.
