The most important tool of policy coherence is informed decision making. In achieving sustainable development goals, decision-makers need information, data and analysis on cross-sectoral interactions to know what their realistic options are, what inconsistencies might result from their decisions, how the costs of those inconsistencies can be mitigated, and how they can explain the trade-offs they have had to make.
This pillar allows users to navigate relevant PCSD analysis and data. It provides a methodological framework to support countries in tracking progress on policy coherence for sustainable development.
Online repository of knowledge resources
It provides access to relevant analytical content related to PCSD (publications, policy analysis, case studies, research, statistics, etc.) by cross-cutting themes (e.g. climate change, gender, etc.), by SDG/target; and by policy sector (agriculture, energy, trade, etc.). It includes work being undertaken across the OECD as well as other partner institutions, including on addressing and assessing, the transboundary impacts of policies.
Thematic reviews
that address different facets of sound governance and policy coherence for the SDGs, including country case studies and good practices, on key cross-cutting issues such as food security, climate change, gender equality and sustainable ocean economy.

Monitoring methodological framework
together with a set of indicators to help countries understand their progress on enhancing policy coherence for sustainable development at the national level, in line with the OECD Council Recommendation on PCSD. This methodlogical frameworks aims to support countries in identifying relevant indicators to capture:
- institutional mechanisms (process) in line with the global methodology for SDG Target 17.14;
- policy interactions between sectors (linkages between economic/social/environmental values in terms of synergies and trade-offs), and policy impacts (i.e. trans-boundary impacts).
