Terry Moran
Mr Moran has had a varied career as a public servant, working with successive Australian Federal and State governments, with roles in public policy and public sector management. Mr Moran was made an Officer of the Order of Australia on 12 June 2006 in recognition of his service to public sector leadership in key policy areas, including his contribution in the field of technical and further education at both state and national levels. He was Chief Executive of the Office of the State Training Board in Victoria from late 1987 until May 1993. In May 1993, he was appointed as the first Chief Executive Officer of the Australian National Training Authority. In August 1998, he became Director-General of Education Queensland. Mr Moran was subsequently appointed Secretary of the Department of Premier and Cabinet for the State of Victoria in July 2000 and held this position until his appointment as Secretary of the Department of the Prime Minister and Cabinet. Mr Moran has a strong interest in public policy capacity. As Secretary of the Victorian Department of Premier and Cabinet he advised the Victorian Government in relation to public sector reform initiatives which led to the rewriting of legislation and the establishment of the Victorian State Services Authority in 2005. Mr Moran recently chaired the Advisory Group on the Reform of Australian Government Administration which developed a comprehensive blueprint for reform of the Australian Public Service. The recommendations of the blueprint were accepted in full by Government on 8 May 2010. Mr Moran is a member of the Australian National University Crawford School Advisory Council, the Melbourne Forum, the World Economic Forum Global Agenda Council on the future of Australia, is a director at the Cranlana Programme and serves on the Grattan Institute Board. He also maintains a keen interest and involvement in the arts and culture. He commenced his appointment as Secretary, Department of the Prime Minister and Cabinet in March 2008.

Stockwell Day President of the Treasury Board, Canada
Mr. Stockwell Day is President of the Treasury Board of Canada and Minister for the Asia-Pacific Gateway. He was first elected to the Canadian House of Commons in a by-election in September 2000, and was re-elected in the general elections of 2000, 2004, 2006 and 2008. Upon his election in 2000, he was named Leader of the Official Opposition and remained in this role until December 2001. Following that, Mr. Day served as Official Opposition Critic for Foreign Affairs. From January 2001 to May 2004, he was Vice-Chair of the Standing Committee on Foreign Affairs and International Trade. In 2006, Mr. Day was appointed Minister of Public Safety and became a member of the Cabinet Committee on Priorities and Planning. Upon his re-election in 2008, Mr. Day was appointed Minister of International Trade and Minister for the Asia-Pacific Gateway. He was also appointed Chair of the Cabinet Committee on Afghanistan. From 1986 to 2000, Mr. Day represented Red Deer North in the Alberta Legislature, where he served in the Progressive Conservative Government in a variety of senior roles, including Chief Whip, Government House Leader, Minister of Labour and Minister of Social Services. From 1997 to 2000 he was Provincial Treasurer (Minister of Finance) and Acting Premier. As the Alberta Treasurer, Mr. Day introduced Canada’s first single rate (flat) tax. Mr. Day was born in Barrie, Ontario in 1950. He attended the University of Victoria and has lived in various regions of Canada. He is a member of the Royal Canadian Legion and the Rotary Club. He and his wife, Valorie, have three sons and thirteen grandchildren.

Angel Gurría
Born on May 8th, 1950, in Tampico, Mexico, Angel Gurría came to the OECD following a distinguished career in public service, including two ministerial posts. As Mexico’s Minister of Foreign Affairs from December 1994 to January 1998, he made dialogue and consensus-building one of the hallmarks of his approach to global issues. From January 1998 to December 2000, he was Mexico’s Minister of Finance and Public Credit. For the first time in a generation, he steered Mexico’s economy through a change of Administration without a recurrence of the financial crises that had previously dogged such changes. As OECD Secretary-General, since June 2006, he has reinforced the OECD's role as a ‘hub” for global dialogue and debate on economic policy issues while pursuing internal modernization and reform. Under his leadership, OECD has agreed to open membership talks with Chile, Estonia, Israel, Russia and Slovenia and to strengthen links with other major emerging economies, including Brazil, China, India, Indonesia and South Africa, with a view to possible membership. The OECD is now an active participant in both the G-8 and the G-20 Summit processes. Mr. Gurría has participated in various international not-for-profit bodies, including the Population Council, based in New York, and the Center for Global Development based in Washington. He chaired the International Task Force on Financing Water for All and continues to be deeply involved in water issues. He is a member of the International Advisory Board of Governors of the Centre for International Governance Innovation, based in Canada, and was the first recipient of the Globalist of the Year Award of the Canadian International Council to honour his efforts as a global citizen to promote trans-nationalism,

Angelika Flatz
Ms. Angelika Flatz was born on 8 December 1963 in Vienna. From 1984 to 1985 she was a clerical worker in the private sector. She studied law in Vienna. From 1990 - 1991 she was a research assistant at the Institute for Roman Law at the Law Faculty of the University of Vienna. Between 1992 and 1993 and in 1989 she was an instructor of courses preparing for the university entrance qualification exam at an adult education centre. In 1998 she was an assistant at the Institute of Law at the Technical University of Vienna. Between 1998 and 2000 she was assistant to the Chancellor's Office. She became head of unit in 2000. From 2001 – 2002 she worked in the legal service. Between 2002 and 2004 she was the Secretary for Budget art, Culture, Science and Research in the Budget Section, Deputy Director of the Department of Information Logistics and Administrative Simplification in the Bureau of the Ministry of Finance. From 2004 to 2008 she was Director of the Office of the President. Since 1 July 2009 she has been Director-General of the Public Service and Administrative Development Federal Chancellery.

Inge Vervotte
Ms. Inge Vervotte was born on 27 December 1977. Her hometown is Mechelen, which is situated in the Flemish (Dutch-speaking) part of Belgium. Ms. Vervotte has a bachelor’s degree in Social Work. After her studies she began working for the Christian Labour Union (ACV). During the bankruptcy of the national airport company Sabena, she gained public fame working as Union secretary for Aviation and representing employee interests (2001). In 2003 she was elected into the Belgian Parliament. In 2004 she became minister for Welfare, Health and Families in the Flemish regional government. Three years later she became minister for the Civil Service and Public Enterprises in the Belgian government. She has a degree in psychology. |

Claudio Seebach
Mr. Claudio Seebach has been in charge of the Interministerial Coordination Division in the Ministry of the Presidency since the assumption of the new government on March 11th, 2010. Prior to entering the Ministry of the Presidency, Mr. Seebach was the Executive Director of the Centre for Public Policy of the Catholic University of Chile. He is also an Adjunct Professor of the Department of Industrial Engineering and the Institute of Political Science at the same University. Between 2008 and 2010, Mr. Seebach was a member of the Board of Directors of NGO Hogar de Cristo, cofounder and President of the Board of Enseña Chile Foundation, cofounder of Elige Educar Initiative and Executive Secretary of the Public Sector Reform Consortium. He has also been Social Director of NGO Un Techo para Chile and worked in the Ministry of Works, Transport and Telecommunication, in Pennsylvania Power and Light Corporation and in the Bank of the State of Chile. Mr. Seebach is a Civil Industrial Engineer from the Catholic University of Chile, holds a Diploma in Electrical Engineering from the same University and is a M.Sc. in Management Science and Engineering from Stanford University.

Frantisek Vavera
Frantisek Vavera was born in Ceske Budejovice 1980. He graduated from the Police Academy of the Czech Republic in Prague (security-juristic studies). Since 2004 he has been working in various positions and covering a range of agendas in the Ministry of the Interior. In June 2010 he was appointed the deputy minister of the Ministry of the Interior in charge of archives and public administration. He has become a member of the Advisory Commission on matters of civil service. Since 2004 he has been a lecturer at the Police Academy of the Czech Republic in Prague and the Institute for Public Administration Prague; author of tens of expert studies and articles and a co-author of academic texts.

Elisabeth Hvas
Elisabeth Hvas is in charge of co-ordination reform of the public sector with a special focus upon better regulation, leadership and quality development. She has had different leadership positions within the Ministry of Finance for the last 10 years and has been member of the Public Governance Committe of the OECD since 2003. Elisabeth Hvas has a Masters Degree in Political Science.

Born in 1951, in Sievi, Finland, Mr Tapani Tölli has been Minister of Public Administration and Local Government since June 2010 and has been a member of parliament 2003. He was a member of the Investment council of Finnish Industry Investment Ltd. between 2003-2006. He was previously the Municipal Manager for Tyrnävä. He has a Master’s degree in political science and he holds a military rank as major.

Ioannis Panaretos
Ioannis Panaretos was born in Kythera, Greece and is a Professor of Probability and Statistics. Since October 6, 2009 is Deputy Minister of Education, Lifelong Learning and Religious Affairs. He has also been appointed by the Prime Minister in charge of the open government project. He is a Professor of Probability and Statistics (since 1991) in the Department of Statistics of the Athens University of Economics and Business. (on leave since October 6, 2009). He has been a visiting Professor at the University of California, Berkeley and Stanford University. At UC Berkeley, he has contacts with the Department of Statistics, the Survey Research Center and the Center for Studies in Higher Education. His Stanford links are with the Department of Statistics and the Center of Deliberative Democracy of the Department of Communication. He is a member of the Scientific Council of the Greek Parliament (since 1987) and director of the Institute of Statistical Documentation Research and Analysis (since 1996), (on leave since October 6, 2009). Vassiliki Moustakatou
Mrs. Vassiliki Moustakatou is a permanent public official currently in the position of Head of the Special Agency for Strategic Planning and Implementation of Programs (EYSSEP) at the General Secretariat of Public Administration and E-Government in the Greek Ministry of Interior, Decentralisation and E-government (MINT). She is co-ordinator of the common OECD – MINT Project “Strengthening Public Administration Reform in Greece”, from the Greek side, and Vice-Chair of the Public Governance Committee the last 2 years. Her previous positions include Head of Unit C, EYSSEP (2008-2010); Detached National Expert at the European Commission (DG ADMIN.A.3.) (2005-2007) and Acting Director, Direction of Education, MINT (2003). Mrs. Moustakatou was Head of the Department of Education and Studies, Direction of Education (2001-2004). She holds Degree in Economics, MSc in Public Administration and Diploma from the National School of Public Administration. Through her work in the public sector she has aquired a significant experience in public administration reform. She has been a member and chair of different task forces, research teams and working groups in different ministries. She has participated in many domestic and international seminars and conferences. |

Krisztina Farkas
Krisztina Farkas was born in Tapolca in March 1969. She studied Financing of Higher Education at Bath University and Public Administration at the European Institute of Public Administration. In 1999 she studied at the Hungarian Institute of Public Administration as a Public relations specialist. She has worked as Deputy State Secretary for Public Administration Strategy at the Ministry of Public Administration and Justice since 2010. Previously she was the CEO of EDUTUS Nonprofit Ltd and Manager of MÜTF Radio Ltd. Between 2001 and 2002 she was Ministerial Commissioner for the Ministry of Education and she was Head of Department at the Ministry of Education between 1998 and 2000. Ms. Farkas speaks English, German and Russian.

Steingrímur J. Sigfússon
Mr. Steingrímur J. Sigfússon became Minister of Finance on February 1st 2009. Mr. Sigfússon was born at Gunnarsstadir in Thistilfjordur, a farm in the North-East part of Iceland, on August 4th 1955. He is married to Bergný Marvinsdóttir M.D. and they have four children, Sigfús, Brynjólfur, Bjartur and Vala. Mr. Sigfússon is the chairman of the Left-Green Movement, a political party formally established in 1999 in order to create a joint forum for leftists and environmentalists. Previously Mr. Sigfússon was Minister of Fisheries and Agriculture from February 1st to May 10th 2009 and Minister of Agriculture and Communications 1988–1991. Mr. Sigfússon graduated with a B.Sc. degree in geology from the University of Iceland in 1981. He was first elected to the Althingi for the People’s Alliance in 1983 and has been a member of the Althingi since then.

Mr. Michael Errity is currently serving as Assistant Secretary in the Public Service Management and Development Division of the Department of Finance dealing with Public Service Transformation. Prior to that he served as Assistant Secretary in the Sectoral Policy Division of the Department. He holds a Masters Degree in Public Management.

Michael Eitan
Michael Eitan was born in 1944 in Tel Aviv. He studied law at Tel Aviv University and served in the IDF. Active in public affairs, Eitan has served as chairman of the "HERUT" Young Guard and as a member of the "HERUT" Central Committee, as well as founder and director of the Kochav Yair and Kfir Yosef settlement projects and initiator of the "Shivat Kochavim" community settlement project. He has been a Member of Knesset since 1984, serving on the Finance Committee, the Economic Affairs Committee, the Foreign Affairs & Defense Committee, , the Committee on Education and Culture, the House Committee, the Science and Technology Committee, and has chaired the State Comptroller committee , the Constitution, Law and Justice Committee and the sub-committee on Science and Technology. From 1992-96, he was coordinator of the Opposition Bloc in the Knesset and substitute head of the Likud Knesset faction. As a Member of the 14th Knesset (1996-97), as Chairman of the Knesset Sub-committee on Communication and Information he initiated the Knesset Internet site. He also served as head of the Likud-Gesher-Tsomet Knesset faction and as the coalition chairman in the Knesset. Michael Eitan served as Minister of Science from July 1997 until July 1998, and until July 1999, as Deputy Minister in the Prime Minister's Office as the coordinating Deputy Minister for the Government and the Knesset. In March 2009 he was appointed Minister of Improvement of Government Services. Michael Eitan is the father of three daughters.

Mr. Sung-Lyul Kim was born in September 1958. He has a Master of Arts in Public Policy and Administration from the University of Wisconsin-Madison, USA has graduated from the Graduate School of Public Administration at the Seoul National University, Seoul, Korea. He also has a Bachelors degree in Public Administration from the College of Law at Korea University, Seoul, Korea. From 1984 - 1996 he was Deputy Director of Personnel Policy Division, Compensation Policy Division, and Recruitment Division, Ministry of Government Administration (MOGA) and he was a Visiting Researcher at the Civil Service College (Cabinet Office), UK from 1996-1998. From 1999 - 2004 he was Director of Senior Appointment & Promotion Review Division, Planning & Management Division, and Compensation Policy Division, Civil Service Commission (CSC). Between 2008-2009 he was Director General of Civil Service Labor Relations Bureau, MOPAS. Between 2009 and 2010 he was Director General of Personnel Policy Bureau, Ministry of Public Administration and Security (MOPAS). Mr. Sung-Lyul Kim has been in his current position as Assistant Minister, Organization Management Office, Ministry of Public Administration and Security (MOPAS), since October 2010.

Octavie Modert
Following secondary school studies at the Lycée classique d’Echternach, Octavie Modert studied law at the University Robert Schuman in Strasbourg and was awarded a master’s degree in law. She completed her post-university studies with a Master in European Studies from the University of Reading (United Kingdom). Elected for the first time to Parliament as a result of the legislative elections of 13 June 2004, Octavie Modert was appointed Secretary of State for Relations with Parliament, Secretary of State for Agriculture, Viticulture and Rural Development, Secretary of State for Culture, Higher Education and Research on 31 July 2004. Upon the return of the coalition government formed by the Christian Social Party (CSV) and the Luxembourg Socialist Workers’ Party (LSAP) as a result of the legislative elections of 7 June 2009, she was appointed Minister for Culture, Minister for Relations with Parliament, Minister for Administrative Simplification attached to the Prime Minister, Minister Delegate for the Civil Service and Administrative Reform on 23 July 2009. As in 2004, she is once again the youngest member of the government. Octavie Modert represents the Luxembourg government at the Council of Ministers of the European Union in the Culture section of its Education, Youth and Culture configuration as well as at informal ministerial meetings on e-Government. |

Salvador Vega -Casillas
Mr. Salvador Vega -Casillas is a CPA from the University of Michoacán. He post graduated in Local Public Management, University Carlos III of Madrid. Mr. Vega Casillas specialised in Finance at the University of Michoacán, and has a Diploma in Marketing Policy from the Instituto Tecnológico Autónomo de México (ITAM). He has held administrative positions as Marketing Manager of the Port of Lázaro Cardenas, Michoacán, Administrative Manager and Director of Municipal Water System and Sewerage; in Lázaro Cardenas, Michoacán. In the private sector, has was director of the Audit and Finance office and he also participated in organisations like the Confederation of Employers of the Mexican Republic and the National Chamber of Commerce in Michoacán. As a deputy federal H. LIX Legislature Congress, the National Action Party, was secretary of the Supervisory Board of the Federal Superior Audit, Secretary of the Commission of Inquiry to the Institute for the Protection of Bank Savings, secretary of the Public Service Commission and member of committees of the Navy and Transportation. He is member and Director of the National Action Party, where he held various management positions. Before serving as head of the Department of Public Service, he was assistant secretary of the Civil Service in the unit.

Rogelio Carbajal Tejada
Rogelio Carbajal Tejada, Undersecretary of Public Administration. Former Chief of Office to the Secretary of Social Development and Federal Deputy in the LX Legislature (2006-2009). During President Calderon´s presidential campaign in 2006, Undersecretary Carbajal held the position of Personal Secretary to then presidential candidate Felipe Calderón Hinojosa. Member of the National Action Party (PAN) since 1995, member of the Executive National Committee and National Counselor. Former General Secretary of the Executive National Committee, National Secretary of Youth Action and Representative of the PAN to the General Council of the Federal Electoral Institute. Mr. Carbajal Tejada has also ocuppied the General Direction of the Rafael Preciado Hernandez Foundation and the Coordination of the Miguel Estrada Iturbide Foundation, both organizations devoted to the analysis of ecomic, political and social problems of Mexico. Lawyer by the Universidad Iberoamericana, Mr. Carbajal Tejada further undertook postgraduate studies and holds a master’s degree from the Escuela Libre de Derecho and a Certificate in Political Theory and Public Management from the Instituto Chileno de Estudios Humanísticos in Santiago de Chile.

Mohamed Saâd El Alami
M. Mohamed Saâd El Alami, a été nommé par SM le Roi, lundi 04 janvier 2010 ministre délégué auprès du Premier ministre, chargé de la modernisation des Secteurs publics, il occupait auparavant le poste de ministre chargé des relations avec le Parlement, depuis le 07 novembre 2002. l est titulaire d'une licence en Droit en 1967 de la faculté de Droit de Rabat, d’un Diplôme supérieur en journalisme de l'Institut National de Journalisme du Caire en 1969, d'un DES en sciences politiques en 1976, et d'un DES en relations internationales en 1978 à la Faculté de Droit de Rabat. lu au 10ème Congrès du Parti de l’Istiqlal depuis 1978 en tant que Membre du Comité Exécutif « La plus haute instance au parti» et réélu successivement aux congrès de 1982, 1989, 1998, 2003, 2009. . El Alami était parlementaire de 1977 à 2009 : Député en juin 1977 à Chefchaouen, élu Président de la Commission des Affaires Sociales à la Chambre des Représentants (Octobre 1977) et réélu à la même fonction (1977-1982), élu 2ème Vice-président de la Chambre des Représentants (1982-1983) puis réélu à la même fonction durant les deux législatures (1984-1992/1993-1997). Conseiller (membre de la deuxième Chambre du Parlement) de 1997 à 2009. Elu président du Conseil Municipal de Chefchaouen (1983-1992), (1997-2003), (2003-2009). M. El Alami a été également président du Conseil provincial de Chefchaouen de 1983 à 1992. Il a été élu président du Conseil Régional de Tanger-Tétouan de 1997 à 2000. Il a été également président de l'Association Marocaine des Conseillers Communaux de 1984 à 1993. l est Membre Fondateur de la Ligue Marocaine de la Défense des Droits de l’Homme (1972) et Secrétaire Général adjoint (1972-1980) puis Secrétaire Général de ladite Ligue (1980-1986). Il est aussi membre fondateur de l’association des Juristes Marocains en 1973, et membre de son bureau central (1973-1985). Il est né le 10 avril 1948 à Chefchaouen, marié et père de 3 enfants.

Mr. Pedro Silva Pereira was born in 1962 and is married with two children. He has a Master of Laws (Juridical-Political Sciences) by the University of Lisbon. Lawyer by profession, Mr. Pedro Silva Pereira has been a lecturer at the Law School of the University of Lisbon, since 1984, and an Assistant Professor at the Universidade Autónoma de Lisboa (Autonomous University of Lisbon), since 1986. Member of the Committee of Experts of the Council of Europe for the Reparations for Damages caused to the Environment (1988-1992) and of the European National Experts Group on Environmental Liability (1995-1997). Mr. Pedro Silva Pereira was Secretary of State for Land Use Management and Nature Conservation between 1998 and 2002 and has been a Member of Parliament since 2002 and Minister of the Presidency since 2005.

Maria del Consuelo Rumi Ibanez Secretary of State for Public Service, Ministry of Territorial Policy and Public Administration. Spain
Ms. Rumi was born in Almeria in October 1957. She graduated in psychology in the University of Almeria and entered the public service as a primary school teacher in 1978. She have served in several management posts in public education centers. Since 1982 a member of the "Unión General de Trabajadores" (Socialist Trade Union) and since 1990 member of the "Partido Socialista Obrero Español" (Socialist Party), having been Secretary for Social Policy and Migration in the latter organization. He was a member of the National Parliament between 2000 and 2004, where among others she took part of the working committees of social policies and health system. Re-elected member of parliament in 2004, she resigned in order to take the post of Secretary of State for Immigration and Emigration within the Ministry of Labour and Social Policy. She remained in this position until February 2010, since then she holds the post of Secretary of State for Public Service in the Ministry of the Presidency, and later in the Ministry of Territorial Policy and Public Administration.

Corina Casanova
Federal Chancellor Corina Casanova acts as the Federal Council's chief of staff. She supports the President and the Federal Council in the performance of their duties and executes tasks related to the Federal Assembly vested in her by the constitution and the law. Together with the Vice-Chancellors, she attends the weekly meetings of the Federal Council in a consultative capacity but also has the right to table motions. In 1992, Corina Casanova was appointed Delegate for Information at the Parliamentary Services of the Federal Assembly. After holding that position for four years she joined the staff of Federal Councillor Flavio Cotti at the Federal Department of Foreign Affairs (DFA). In 1999, Federal Councillor Joseph Deiss made her his personal advisor. The Federal Council appointed Corina Casanova Deputy Secretary-General of the DFA in April 2002. She was appointed Vice-Chancellor on 27 April 2005 with effect from 1 August 2005. In December 2007, Corina Casanova was elected Federal Chancellor by the Federal Assembly. Corina Casanova has completed language stays in Italy (Perugia), USA (Florida) and Mexico (Guadalajara) and speaks six languages: Romansh (Sursilvan and Vallader), German, French, Italian, English and Spanish. Ulf Perbo
Ulf Perbo was born on 17 September 1960 and lives in Tyresö, near Stockholm. Since October 2010 he has worked as State Secretary to the Minister for Public Administration and Housing. Prior to that, he was Deputy CEO of BIL Sweden, an organisation representing manufacturers and importers of cars, trucks and buses. He has previously worked as Chief Economist of the Swedish Construction Federation and at the Ministry of Finance and the Prime Minister’s Office, specialising in tax issues and economic policy.

Özer Kontoğlu
Mr. Özer Kontoğlu holds a Bachelor’s Degree in Public Management from the Faculty of Political Science at Ankara University and a Masters Degree in International Relations from the London Middlesex University. Prior to his appointment as Deputy Undersecretary of the Prime Ministry he was Head of the Administrative Development Department of the Prime Ministry. In 1998 Mr. Kontoğlu was the Deputy Governor of Karaman and in 2000 he was the Deputy Governor of Tokat. In 2002 Mr. Kontoğlu was appointed Legal Advisor at the Ministry of Interior Affairs and in 2003 he was the Deputy Head of the Foreign Relations and European Union Coordination Department. He has held his current position as Deputy Undersecretary of Prime Ministry since 2009. He is the author of many essays including "Regional Development Agencies and the Case of UK", Turkish Administration Journal, number 461 and "Works on Reducing Red Tape and Administrative Simplification in Turkey", Journal of Voice of Administrator, Number 134. Mr. Kontoğlu is married with two children.

Francis Maude
Francis Maude is Member of Parliament for Horsham, West Sussex. While in Opposition, Francis Maude was Shadow Minister for the Cabinet Office and Shadow Chancellor of the Duchy of Lancaster (June 2007–May 2010). He was chairman of the Conservative Party (May 2005–June 2007), Shadow Foreign Secretary (February 2000– September 2001), Shadow Chancellor of the Exchequer (June 1998–February 2000), Shadow Secretary of State for Culture, Media and Sport (June 1997–June 1998). As a member of the previous Conservative government, Francis Maude was Financial Secretary to HM Treasury (1990–1992), Minister of State at the Foreign and Commonwealth Office (1989–1990), Minister for Corporate and Consumer Affairs at the Department of Trade and Industry (1987–1989), Government whip (1985–1987) and parliamentary private secretary to the then Minister for Employment, Peter Morrison. He served as the MP for North Warwickshire (1983– 1992) and was elected MP for Horsham in the 1997 General Election. He has also been vice chairman of the All Party Parliamentary Group on AIDS and co-founded the Policy Exchange think tank in 2002. Francis studied at the University of Cambridge and The College of Law, practicing criminal law. This led him to an initial career at the criminal bar (1977–1985), followed by six years as a councillor for the City of Westminster. His other jobs outside politics include non-executive director of ASDA Group, director at Salomon Brothers, and managing director of Morgan Stanley & Co. Francis has been married to Christina since 1984 and has five children. They live near Horsham.

Laurence Argimon-Pistre
Ms. Argimon-Pistre has a law degree from the University of Grenoble where she studied European and international law from 1970 to 1975. After a traineeship in an office of international lawyers, Ms. Argimon-Pistre joined the European civil service at the Commission in 1978. She first held the post of a lawyer working on finalisation of the customs union before joining the multilateral trade talks’ team (GATT). In this capacity, she was involved in preparations for, and the conducting of, the Uruguay Round from 1984 to 1991, representing the European Union first in the Working Party on Codes, then on services. From 1991 to 1995, Ms. Argimon-Pistre was associate professor of international trade policy at the Autonomous University of Barcelona. She also gave regular seminars on Europe at the Central University of Barcelona. In 1995, she was posted to External Relations where she worked on the ASEAN and ASEM Desk, including directing the preparation of the first ASEM meeting in 1996 for the Commission. In 2000, she was appointed Head of the India, Nepal, and Bhutan Unit and worked on the launch of a strategic partnership between the European Union and India, signed in 2004. Before taking up her duties as Head of the European Commission Delegation at the OECD and UNESCO, Ms. Argimon-Pistre was Head of Unit for Mercosur and Chile in the Directorate-General for External Relations, and was responsible in particular for negotiating an EU-Mercosur association agreement and for the strategic partnership with Brazil. Ambassador Argimon-Pistre took up her duties as Permanent Representative of the European Commission at the OECD on 26 November 2007.

From 1996 to 1997 Ms. Nabiullina was the chief of Department of economic reform of the Ministry of Economics of the Russian Federation and a member of board of Ministry of Economics of Russia. Between 1997 and 1998 she was the deputy minister of economy of the Russian Federation. From 2000 to 2003 she was the First deputy minister of economic development and trade of the Russian Federation and she was the President of Fund 'Center of strategic development' from 2003 to 2005. From 2005 to 2007 she was the head of the Advisory council of Organizing committee on preparation and maintenance of presidency of the Russian Federation in 'Group of eight' and in 2006 whe was the head of the research group of the Center of strategic development, the head of Advisory council at Advice on realization of priority national projects and the demographic policy at the President of the Russian Federation. Since September 24th 2007 Elvira Nabiullina has been Minister of economic development and trade of the Russian Federation and since May 2008 she has been Minister of economic development of the Russian Federation.

Tiago Falcão
Tiago Falcão took office as the Brazilian national secretary of management in the beginning of 2010, after one and a half year acting as deputy secretary. His current duties include coordinating and supervising the design, implementation and evaluation of public management policies and initiatives in the central government. The cooperation with – and, when necessary, guidance and support for – regional and local governments in public management matters is another important aspect of the work of the secretary of management. In terms of human resources, the secretariat for management is responsible for recruiting policies and for the organization of the senior management in the federal level. It also deals with questions related to the institutional architecture of central government agencies. With a degree in economics from the University of Brasilia (UnB) and a masters in economic development from the University of Campinas (Unicamp), Mr Falcão entered the civil service in 1997 through national public contest. As a specialist in public policy and government management, he has also acted as a social policy adviser at the presidency and worked with human rights and social protection policies at different ministries.

Jorge Hage Sobrinho
Jorge Hage Sobrinho, Minister of State, Head of the Comptroller General's Office since June 2006, was born in Bahia in 1938. He graduated in Law from Universidade Federal da Bahia (UFBA) in 1960 and a Masters in Public Administration from the University of Southern California - Los Angeles (1963) and Public Law at the University of Brasilia - UnB (1998). Mr. Hage served as lawyer in Salvador (BA), between 1963 and 1970, and was assistant professor of UFBA between 1962 and 1991. Held several positions of academic leadership and coordination, as well as university teaching, including as dean of planning and administration of the university. Jorge Hage was mayor of Salvador, state legislator for the state of Bahia, and federal deputy, having participated in the National Constituent Assembly. Internationally, he served as international consultant of the Organization of American States (OAS) missions in Argentina and Venezuela, besides having been a consultant in Bolivia and Colombia. Mr. Hage joined by public tender on the bench of the Federal District in 1991, putting it in Brasilia by the year 2001, when he took over as Coordinator of Advising the President of the Court of the Federal District (TJDF) until 2003 . That same year, took over as executive secretary of the Comptroller General of the Union.

Ashraf Abdelwahab
Dr. Ashraf Abdelwahab is a Professor of Computer Engineering, Electronics Research Institute, Egypt. In 1992, he received his Ph.D. degree in Machine Learning and Evolutionary Algorithms. He published over 50 technical papers in national and international journals and conferences in the areas of Evolutionary Algorithms, Machine Learning, and Data Mining. Beside his research activities, Dr. Abdelwahab used to teach Computer Science/Computer Engineering courses in Egyptian and American universities. Since 2001, Dr. Abdelwahab was closely involved in managing the implementation of the E-Government initiative launched by the Ministry of Communications and Information Technology (MCIT). In September 2004, he was appointed as Senior Advisor to the Minister, Ministry of State for Administrative Development (MSAD). Starting 2006, he was appointed as Deputy to the Minister of State for Administrative Development. He is responsible for conducting research and development in the areas related to Public Administration, transparency and integrity, tools for better service delivery, citizens' participation and use of social media, and developing MSAD strategy. On the other hand, he is supervising, monitoring and coordinating e-government and organizational development initiatives, mainly in the areas of Education, Justice, Social Solidarity and Local Development.

Tadahiro Asami Secretary General, Business and Industry Advisory Committee (BIAC)
Named BIAC’s Secretary General since January 2007, Mr. Asami is responsible for the operational leadership and management of the BIAC. This includes the representation at the OECD of the business communities of 33 member countries with regard to the full spectrum of public policy issues addressed by OECD governments and advanced by the private sector. Prior to coming to BIAC, Mr. Asami was immersed in international finance for more than forty years, beginning his career with the Bank of Tokyo. With extensive experience in the fields of capital market, project finance, corporate and emerging market finance, from bases in Tokyo, London and New York, he dealt with financial crisis including Latin America in the 1980s and Asia in the late 1990s. He has also served at the World Bank and the Asian Development Bank. Most recently he served as Advisor to the President of the Institute for International Monetary Affairs (IIMA) where he provided high quality information, and presented opinions relating to international finance and monetary issues to both Japanese and International bodies.

John Evans
Mr. Evans is a British national. Prior to joining TUAC, his previous appointments have included Research Officer at the European Trade Union Institute (ETUI) in Brussels, Industry Secretary at the International Federation of Commercial, Clerical and Technical Employees (FIET) in Geneva and Economist in the Economic Department of the Trades Union Congress (TUC) in London. Mr. Evans has a degree in Politics, Philosophy and Economics from Oxford University (1973). He is currently a member of the Board of the Global Reporting Initiative. TUAC was founded in 1948, and following the creation of the OECD, it was recognised as an independent body entitled to represent the views of trade unions vis à vis the OECD. Along with the International Trade Union Confederation and the Global Union Federations it is a member of the Council of Global Unions and jointly coordinates union input to the G20 process. It comprises 58 national trade union centres in OECD Member countries, and thus represents some 66 million organised workers.

Mario Marcel
Mario Marcel has been the manager of the Institutional Capacity and Finance Sector, under the Vice Presidency of Sectors and Knowledge, since December 2007. His department is responsible for issues that provide the foundations of development in the region, including governance, public sector reform, institutional capacity-building, public finances, decentralization, and local development, as well as capital markets, financial institutions, and competitiveness. Mr. Marcel has had a distinguished professional career and extensive experience in public finance and budgeting, social policies, state reform, and financial management systems in international, public, and academic institutions in Latin America. He served as the budget director of Chile between 2000 and 2006. Mr. Marcel has consulted on public finance and social policy issues with many countries and he is the author of more than 60 publications on public finance, public management, social policies, social protection, and education. Mr. Marcel has an undergraduate degree in economics from the University of Chile and a master’s degree in economics from the University of Cambridge, United Kingdom.

Preivously, Ms. Srinath was the Chief Executive of Child Rights and You (CRY), based in Mumbai, India. CRY is an Indian trust started and managed by Indians in 1979. Its mission is to enable people to take responsibility for the situation of the deprived Indian child and motivate them to confront the situation through collective action thereby giving the child and themselves an opportunity for full potential. Prior to working with CRY, Ms. Srinath worked extensively within the private sector, as a manager and vice president for a number of corporations based in India. Aart de Geus
As Deputy Secretary-General, Mr. Aart de Geus is responsible for the OECD agenda in the areas of Employment, Labor, Social Affairs, (including Pensions, Health and Migration), Education, Public Governance and Territorial Development. He also oversees the coordination of the horizontal project on Making Reforms Happen, the OECD activities on Gender and Diversity Issues, the preparation of Ministerial Council Meetings. Mr. de Geus, a Dutch national, was Minister of Social Affairs and Employment in the Netherlands from 2002 until 2007. As Minister, Mr. de Geus introduced major reforms in the Dutch social security system, notably by turning it into an activating system where citizens, employers and local authorities take their own responsibilities. During the four years of his tenure, he concluded major national agreements with social partners on wages, reforms of social security and tax-facilities for early retirement. He chaired the OECD Social Policy Ministerial Meeting in 2005 and has served in various functions at local, national and international level. Mr. de Geus has a law degree from the Erasmus University in Rotterdam and post-graduate studies in labor law from Nijmegen University. Mr. de Geus is married and has three children.

Rolf Alter
Mr. Rolf Alter has been appointed the Director for Public Governance and Territorial Development of the Organisation for Economic Co-operation and Development (OECD) in Paris on 1 July 2009. Mr. Alter, a German national, joined the OECD in 1991, serving since 2006 as Chief of Staff of Secretary-General Angel Gurría. Prior to that, he was Deputy Director for Public Governance and Territorial Development and had worked in various other policy areas of the OECD. Prior to joining the OECD, Mr. Alter was an economist in the Research Department of the International Monetary Fund, in Washington D.C., and later moved to the IMF’s African Department. He started his professional career in the German Ministry of Economy. Mr. Alter holds a doctorate degree from the University of Goettingen, Germany, following post graduate work in Germany and the United States.
