Dr. Günther Horzetzky, State Secretary in the German Federal Ministry of Labour and Social Affairs, studied agricultural sciences at the Rheinische Friedrich-Wilhelms-Universität Bonn and obtained the degree of Dr. agrar. in 1980. Subsequently, he was member of staff of the chairperson of the Horticulture, Agriculture and Forestry Trade Union in the Confederation of German Trade Unions, then Executive Committee Secretary and Director-General in the central administration of the Horticulture, Agriculture and Forestry Trade Union and finally deputy chairperson of this trade union and deputy member in the Federal Executive Committee of the Confederation of German Trade Unions. In 1989 Günther Horzetzky became head of the Parliamentary Liaison Office of the Federal Executive Committee of the Confederation of German Trade Unions. From 1991 to 1999 he was Federal Executive Committee Secretary in the section working directly for the chairperson of the Confederation of German Trade Unions. After two years as Social Counsellor at the German Embassy in Washington Günther Horzetzky returned to Germany in late 2002 as head of Directorate-General 3 in the Federal Chancellery. In 2006 Günther Horzetzky became head of Directorate-General I in the Federal Ministry of Labour and Social Affairs, and since October 2008 he has served as State Secretary of this Ministry.
