Evaluation at Sida: Annual Report 2015
The purpose of this annual report is to provide an overview of evaluations commissioned by Sida units and foreign missions that were published in 2015 and to briefly present results from these 52 evaluations. The report does not cover evaluations commissioned by our partners or other donors.

Support to Capacity Development – Identifying Good Practice in Swedish Development Cooperation
The evaluation of Sida support to capacity development aimed to generate knowledge for the evidence-based design of strategies for capacity development. It found that Sida supported interventions have made a very important contribution to capacity development results in partner organisations and that the Swedish support, in general, was adequate for the requirements of the capacity development processes.

Capturing Complexity and Context: Evaluating Aid to Education
This report addresses the question of what we can learn from evaluations undertaken in programmes focusing on education. Key conclusions in the report stress the importance of context, effective inclusion of the surrounding community and taking complexity into account in the analysis of the aid relation. The report concludes that delivering computers, school books, more teachers and schools is rarely enough to achieve expected results.

Evaluation of Policy Dialogue as an Instrument in Swedish Development Cooperation - the case of Gender Equality
Despite some flaws, policy dialogue has been an effective tool overall. Swedish embassies have been able to use it in diverse contexts to help achieve Sweden’s development co-operation objectives. There is also clear evidence it has contributed to increased gender equality, particularly regarding development or revision of gender-specific laws. It had the least effect in terms of governments increasing resources for gender equality.

Business and Human Rights in Development Cooperation – has Sweden Incorporated the UN Guiding Principles
The study finds examples of policy commitments to improved human rights practices by companies as well as diligent efforts in agencies and State-owned companies. The observed good practices by the State institutions appear to reflect results of systematic efforts with regards to implementation of human rights commitments. This is due to internal work in the institutions and not to specific requirements posed by the State ministries.

What Works for Market Development: A Review of the Evidence
This pre-study aims to inform Sida of the evidence of what works for market development and the results frameworks and results chains derived from it. Secondly, it identifies where the gaps in the evidence are and, based on this, makes recommendations as to what Sida should focus on in evaluating its market development portfolio. It focuses on private sector development, financial sector development, trade, and the use of instruments.

The African Development Bank: Ready to Face the Challenges of a Changing Africa?
The financial and organizational obstacles described in this report limit the AfDB’s ability to take risks in the interests of development in Africa. Despite the AfDB’s many strengths—African ownership and legitimacy, shareholder support, specialized knowledge of African developmental issues—it is at the moment falling short of its potential to catalyze improvements to the living standards and economic opportunities of Africans.

Youth, Entrepreneurship and Development
This report gives an overview of the international research frontier on microfinance, business training, and entrepreneurship, with particular focus on youth and gender empowerment. It provides both a comprehensive overview of the literature and an in-depth analysis of findings. The report discusses the potential and limitations of small-scale business development as a tool for poverty reduction, and informs Swedish development policy.

Concentration Difficulties? An analysis of Swedish Aid Proliferation
One of the major points on the Paris Agenda on aid effectiveness was the negative effects of aid dispersion –too many donors, too many activities in too many recipient countries. In 2007, Sweden launched an ambitious policy of concentrating its bilateral aid in certain groups of partner countries. This report revisits the arguments for why aid dispersion should be reduced and finds them, on balance, to be valid still.
