    Strategic Evaluation of the EU Cooperation with Timor-Leste (2008-2013)

    Most EU interventions were in line with national priorities and rural population needs, as well as supporting Timor-Leste’s regional and international relationships in recognition of the priority attached by the Government to these goals. But although the focal sectors maintained their relevance to the goals of poverty reduction and state-building, the effectiveness of the EU cooperation was seriously constrained by several factors.

    A Window of Opportunity: Australian Aid and Child Undernutrition

    Several countries in Australia’s immediate neighbourhood have stunting undernutrition rates comparable to those of Sub-Saharan Africa and South Asia. This evaluation finds that the Australian Government’s investments generally constitute good practice. A number of recommendations are made to improve the targeting of child undernutrition and the monitoring and reporting of Australia’s efforts.

    Reintroduction of the Portuguese Language in East Timor

    The external evaluation expressed in this report focuses on the Project for the Reintroduction of the Portuguese Language in East Timor in the period between 2003 and 2009. This project of the Portuguese Cooperation aims to support the creation of basic conditions in the Timorese society, and particularly, in the education system for the use of Portuguese as an official language and a language of instruction.

    Evaluation of Taxation Reform in the Pacific

    This evaluation was commissioned by the Ministry of Foreign Affairs and Trade. The evaluation found that donor support for tax reform in the Pacific has been consistent with good international practice. There was also effective local ownership of reforms with a strong policy dialogue between partners. However, tax reforms in the Pacific remain fragile.

    Evaluation of Australian aid to Timor-Leste

    ODE’s evaluation of Australian aid to Timor-Leste focused on the planning and implementation of aid to Timor-Leste from 2006 to 2013. It concluded that the country programme has made steady but uneven progress in implementing several of the country strategy’s key commitments, and that DFAT needs to build coherent, long-term and appropriately-resourced programs that address a limited set of clear and compelling development objectives.
