Policy Review of Dutch Humanitarian Assistance, 2009-2014
The overall objective for Dutch humanitarian assistance is to contribute to the relief of life-threatening human needs among the most vulnerable people caused by crisis situations and natural disasters. Between 2009 and 2014, the Ministry of Foreign Affairs spent a total of EUR 1.6 billion on humanitarian assistance. This report presents the summary of an evaluation on the Netherlands’ humanitarian assistance policy.

Mid-Term Evaluation of DFID’s Health Research Programme Consortia
Overall, the Research Programme Consortia are an excellent funding modality for integrated and programmatic research – particularly the length and relative flexibility of funding. The evaluation finds that the consortium structure and programme is highly effective. This is now a mature and internationally respected funding modality for development research.

Evaluation of the strategy for Danish humanitarian action 2010-2015
This report presents the findings of the evaluation against six overarching evaluation questions, drawing on case study interviews and data collection in South Sudan, Syria and Afghanistan. One challenge with the current strategy is that it does not include indicators or a results framework for monitoring implementation and measuring the achievement of objectives, making it difficult to assess Danida’s implementation of the strategy.

Mid-Term Evaluation of the Budget Strengthening Initiative
This evaluation validates a number of aspects of the Budget Strengthening Initiative's. It also tests the BSI theory of change against a set of evaluation questions derived from the OECD-DAC evaluation criteria and assesses whether the causal mechanisms are supported by the results achieved to date and whether they accurately capture the BSI model in operation.

Evaluation of Five Humanitarian Programmes of the Norwegian Refugee Council and of the Standby Roster NORCAP
The Norwegian Refugee Council (NRC) has in general delivered agreed outputs in the humanitarian programmes examined, and has managed to do so under extremely difficult conditions. NRC has good access to difficult areas and its conflict sensitivity is apparent. If the identified shortcomings are remedied, the emergency roster could according to the evaluator increase its relevance and efficiency.

Darfur Community Peace and Stability Fund Impact Assessment.
DFID conducted an impact assessment to understand how the activities funded by the Darfur Community Peace and Security Fund (DCPSF) are contributing to stabilizing communities in its target areas, especially in relation to the engagement of women and the young. This current impact assessment is commissioned by DFID for its own evaluation purposes and its findings will be shared with other donors contributing to the DCPSF.

Independent External Evaluation of the Joint Financing Arrangement II (JFA-II) Support of Pooled Fund Partners to the 2010-2012 ECA Business Plan
The two objectives of the external evaluation were to assess the impacts of ECA’s sub-programme interventions in strengthening/enhancing capacities of Member States (MS), Regional Economic Communities (RECs) and the African Union and its Secretariat and to assess the extent to which the successful results/impacts of ECA’s sub-programmes can be attributed to the Joint Financing Arrangement (JFA) mechanism.
