    SEED II: Exploring the Agricultural Initiatives' Influence on Stability in Somalia

    The evaluation examines the importance of conflict and conflict dynamics in the targeted areas. Conflicts in Lower and Middle Shabelle continue to evolve. Most conflicts relate to resources and land disputes between clans, as well as disputes over the right to resources. These dynamics are analysed carefully and show how important these factors are to consider when selecting beneficiaries and when analysing the logic of the programme.

    Cross Cutting Evaluation of DFID’s Approach to Remote Management in Somalia and North-East Kenya

    This evaluation finds that remote programme management (RPM) has become a normal programme management approach in the environments addressed in this evaluation. But, information management and dissemination practices are inconsistent across RPM approaches within DFID. The evaluation highlights the opportunity for DFID to dedicate specific resources to capture RPM best practice and lessons as they emerge in its Kenya/Somalia portfolio.

    Mid-Term Evaluation of DFID’s Health Research Programme Consortia

    Overall, the Research Programme Consortia are an excellent funding modality for integrated and programmatic research – particularly the length and relative flexibility of funding. The evaluation finds that the consortium structure and programme is highly effective. This is now a mature and internationally respected funding modality for development research.

This evaluation identifies how the Australian aid program can improve the effectiveness of responses to future slow-onset crises.

    Evaluation of Five Humanitarian Programmes of the Norwegian Refugee Council and of the Standby Roster NORCAP

    The Norwegian Refugee Council (NRC) has in general delivered agreed outputs in the humanitarian programmes examined, and has managed to do so under extremely difficult conditions. NRC has good access to difficult areas and its conflict sensitivity is apparent. If the identified shortcomings are remedied, the emergency roster could according to the evaluator increase its relevance and efficiency.
