Evaluation of Results-Based Aid in Rwandan Education - Year Two Annex Report

The objective of the programme is to pilot the provision of additional results-based aid based on improvements in the number of students completing primary, lower secondary, and upper secondary education; and the competency of teachers in Rwanda to use English. DFID funding for the proposed RBA pilot is in addition to DFID’s existing support to the education sector. Key elements of the RBA pilot are summarised in this TOR.

Evaluation of Results-Based Aid in Rwandan Education - Year Two

The evaluation determines any contribution of the Results Based Aid (RBA) pilot to additional learners completing key stages in primary and secondary education and additional teachers becoming competent in the use of English. The evaluation considers the response of Rwanda; the factors that impact on the agreed ‘results’, and seeks to identify ‘lessons learned’ to aid understanding and improvement of RBA in Rwanda and elsewhere.

Gender sense & sensitivity – Policy evaluation on women’s rights and gender equality 2007-2014

The evaluation found that the Ministry of Foreign Affairs has struggled with mainstreaming the equal rights for women and men principle into development aid policies. The report calls for increasing gender sensitivity, for analysing women’s specific constraints, needs and priorities. It underlines the importance of a long-term commitment to gender equality coupled with a sensible dose of realism on what effectively can be accomplished.

Renewable energy – Policy review on the Dutch contribution to renewable energy and development 2004-2014

At international level, renewable energy is increasingly seen as important for climate and for the availability of energy for domestic use. Thus there is a need for the Netherlands to have a clear vision on its renewable energy and development policy. Maintaining and further developing Dutch expertise and experience in this field is essential if the Netherlands intends to continue influencing the policy of inter/national organisations.

Access to Energy in Rwanda: Impact evaluation of activities supported by the Dutch Promoting Renewable Energy Programme

The Promoting Renewable Energy Programme was launched to promote access to of renewable energy in developing countries and to mitigate the negative effects of the use of energy on the climate. This report focuses on a project aimed at strengthening the energy authority in Rwanda. The renewable energy interventions were relevant to the objectives of both the Government of Rwanda and the Promoting Renewable Energy Programme.

The Government of Rwanda is determined to develop the energy sector at a high pace, with emphasis on the electrification of the country. In 2008, the Dutch Ministry of Foreign Affairs launched the Promoting Renewable Energy Programme (PREP). Rwanda was among the countries most supported by PREP resources.

This evaluation presents the findings of the policy evaluation of the Dutch involvement in European Development Cooperation with a focus on the European Development Fund and the Cotonou Agreement. Some of its main conclusions show that there is a growing convergence between EU aid policies and the key principles of Dutch aid and that the Dutch view on complementarity and added value of EU aid has changed quite frequently.
