Navigating a sea of interests : policy evaluation of Dutch foreign human rights policy 2008-2013

The Netherlands is an important player in the field of human rights in multilateral forums and in the framework of the EU. Applying a variety of instruments, the Netherlands has contributed to the promotion of human rights. Results include the adoption of UN resolutions and EU Council decisions. A critical note can be made with regard to the degree of coherence between foreign human rights policy and economic policy.

Peace and Development in Finland´s Development Cooperation- Country programme in Palestinian Territories

This evaluation assesses how Finnish development cooperation in fragile states is contributing towards peace and security. The role of development policy as part of conflict prevention and peace mediation was included in the Programme of the Finnish Government in 2011. The evaluation findings suggest that there have been important accomplishments. The European Union can legitimately claim to be the most reliable partner of the Palestinian Authority, and the largest contributor to Palestinian welfare. Yet little was done to remove the most significant obstacles to sustainable co-operation outcomes and achievement of a viable, democratic and contiguous Two-State solution.

Facility for New Market Development (FNMD) to Strengthen the Private Sector in the Occupied Palestinian Territories

An independent evaluation was carried out on behalf of the Department for International Development (DFID) of the Palestinian Facility for New Market Development (FNMD). Taking place in March/April 2012, it assessed the project’s effectiveness, its impact on grantee firms and its value for money. Its recommendations were to feed into a new private sector development project to be co-financed by DFID, the World Bank and the EU.

Municipal development projects in the Palestinian Territories

The evaluation noted that the choice of sectors was strategically consistent with beneficiaries’ needs. Actions targeted municipalities where the scarcity of infrastructure, or its poor condition, was a major impediment to economic development.
