Regional meetings for Caribbean countries

These regional meetings enable all countries and jurisdictions, both members and non-members of the OECD/G20 Inclusive Framework on BEPS, to share their experiences on BEPS implementation in a regional context, and feed their perspectives into the ongoing global dialogue. The meetings bring together officials from Finance Ministries and Tax Administrations of Caribbean countries, decision-makers as well as technical experts, and representatives from the OECD, regional and other international organisations.

 

Regional workshop on Foundational Transfer Pricing for the Caribbean

Saint Lucia’s Inland Revenue Department (IRD) hosted, together with the Caribbean Community (CARICOM) Secretariat and in association with the OECD and the World Bank Group (WBG), the first Foundational Transfer Pricing Workshop for the Caribbean.

This workshop was organised as a result of the regional meeting on Tax and Development Opportunities and Challenges in the Caribbean that took place in Jamaica on 22-24 November 2022, co-hosted by Tax Administration Jamaica (TAJ) and the CARICOM Secretariat in association with the OECD. At such a regional event, in an effort for the OECD to re-engage with the Caribbean, support to tax policymakers and administrators was requested, in particular, through bespoke capacity-building initiatives on priority issues identified by CARICOM member states like transfer pricing.

This in-person foundational workshop is aimed at building jurisdictions’ transfer pricing knowledge following international standards and best practices and discussing countries’ considerations in adopting transfer pricing rules. The workshop brought together technical tax administration and Ministry of Finance officials from 7 Caribbean jurisdictions and allowed for discussions regarding potential legislative and administrative measures to address transfer pricing.

 

Regional meeting on Tax and Development Opportunities and Challenges in the Caribbean

Tax Administration Jamaica (TAJ) and the Caribbean Community (CARICOM) Secretariat co-hosted a three-day regional meeting on tax and development in Kingston, Jamaica, in association with the Organisation for Economic Co-operation and Development (OECD). The meeting was attended by 80 senior tax policy and tax administration officials from 21 Caribbean jurisdictions.

The meeting built on the outcomes of the meetings of the CARICOM Council for Finance and Planning (COFAP) that took place on 3 July and 23 September 2022. In those meetings, CARICOM member states noted the advice from the OECD and agreed that the CARICOM Double Taxation Agreement should be updated to ensure that it complies with international tax standards. CARICOM Member States also agreed to analyse the economic impact of the Two-Pillar Solution to address the tax challenges of the digitalisation of the economy. All 21 members of the OECD/G20 Inclusive Framework on BEPS from the Caribbean region had endorsed the Two-Pillar Solution when it was agreed on 8 October 2021.
