Monday 03 December

Food & Nutrition Situation

RPCA SESSION 

10:30-13:00

At the end of each year, the Network members review the preliminary results of the current agropastoral season, the status of food markets, the macro-economic environment and assess the possible impact of these factors on the region’s food and nutrition situation. Drawing on this analysis, they make recommendations about measures that should be taken to deal with any possible food and nutrition crisis.

PREGEC Charter application

RPCA SESSION 2
14:30-16:00

This session will be an opportunity to share the findings of the second external evaluation of the Charter for Food Crisis Prevention and Management (PREGEC Charter), which focused on assessing the effectiveness of responses to food and nutrition crises. A high-level panel will then debate key recommendations.

Fall armyworm

EVENT
17:00-19:00

Detected for the first time in West Africa at the beginning of 2016, the fall armyworm mainly attacks maize but it can also attack rice and sorghum, as well as cotton and some vegetables.

This session, co-organised by ECOWAS, CORAF and the FAO, highlights the nature and extent of the problem and showcases some ongoing interventions to tackle the threat. FAO will present the results of an evaluation conducted in 2018.

Scaling up best nutrition practices

The nutrition situation remains a cause of concern in this region where prevalence of acute malnutrition in several areas regularly exceeds the emergency threshold of 15%. New nutrition-related risk factors, such as those associated with overweight and obesity, magnify the challenges that  governments are already facing and that could have enormous health and economic consequences. This is why the Network has dedicated this year’s thematic session to nutrition issues, under the theme "Scaling up best nutrition practices".

 Three panel discussions will address the following topics: 

  • Nutrition-related issues associated with agricultural systems, agri-food industries and food security 
  • Business environment and partnerships
  • Sustainable and sovereign funding mechanisms for nutrition

Wednesday 05 December

Resilience, food and nutrition security and sustainable agriculture

This special event of ECOWAS, UEMOA and CILSS will mark the official launch of the project for “Improving the governance of resilience, food and nutrition security and sustainable agriculture in West Africa (PAGR-SANAD). The project's specific objective is to build capacity within regional and national institutions to strengthen the regional governance of FNS and agricultural policies in the context of resilience-building in West Africa and with a view to achieving the zero hunger goal by 2025.

Financed by the 11th EDF of the European Union, with a budget of EUR 20.5 million euros over a 60-month period, the project is composed of three components:

  • Component 1: Capacity-building of the institutional framework, steering commitees and monitoring and evaluation mechanisms of SANAD & resilience policies and programmes at the regional level
  • Component 2: Strengthening of information and monitoring systems of agricultural, food and nutrition security and resilience policies and programmes.
  • Component 3: Support for effective integration of nutrition issues in agricultural and food security policies at country and regional levels.

The project is co-ordinated by CILSS under the aegis of ECOWAS and UEMOA, who hold the chairmanship and vice-chairmanship of the regional steering committee.

 

 

Event - The Gambia

The afternoon of 5th December will focus exclusively on The Gambia and its experience with addressing food and nutrition issues. 

Global Alliance for Resilience (AGIR)

RPCA SESSION 4

The exercise of capitalising on and sharing experiences and good practices about resilience is continuing, five years after the Global Alliance for Resilience’s (AGIR) regional roadmap was adopted. Following Niger, it is now Senegal's turn to share its achievements and its commitment to strengthening food resilience, particularly around its “New Resilient Terroirs” (NTR) approach.

Thursday 06 December

Technical and financial partners

Organised by the SWAC/OECD Secretariat, this session will bring together the region’s main technical and financial partners (TFPs)  to discuss the varied ways they support agriculture, food security and nutrition in the region. Through this dialogue, they aim to improve their co‑ordination so that interventions can be more effective.

ROPPA Partners' round table

RESTRICTED MEETING
14:00-17:00

Capitalizing on an internal evaluation and an independent external review, ROPPA has developed strategic guidelines for its third five-year plan, which be validated by its members at its Convention meeting in November 2018. The Convention will also appoint a new Board of Directors.

The purpose of this event is to update ROPPA partners on the progress made since the last round table in November 2011 in Ouagadougou and to request renewed support for the achievement of ROPPA’s mission, particularly for the implementation of its new five-year plan.

West Africa Agricultural Productivity Program

This event will be an opportunity for ECOWAS, CORAF and the World Bank to present the main achievements and lessons learned from the implementation of the West Africa Agricultural Productivity Program (WAAPP). Capitalising on the last ten years of implementation, the region plans to implement a new programm: The West Africa Agricultural Transformation Programme (WAATP). The session aims to raise awareness of stakeholders on the tremendous achievements and to gain their increased support for the new programme.

CILSS Partners' Committee Meeting

The 18th CILSS Partners Committee (CPC) annual meeting brings together CILSS and its partners to discuss their working relationship and identify current and future priorities. They will review progress made in implementing CILSS reforms.
