Steel Capacity - Methodology

Note about the data

Some of the data in the tables may have become outdated during the course of data collection and, therefore, may not accurately reflect actual investment or capacity developments in the global steel sector. In addition, some current and future investment projects that are taking place may have been overlooked and in many cases the information is simply not known. As a result, the data tables may be incomplete. Analysts using the data in this Portal who identify changes in the characteristics of the projects listed are encouraged to contact the Secretariat with relevant information and documentation at steel@oecd.org.

The sources of information used to collect the investment/capacity data include the following:

Company home pages or websites

Definitions

Nominal capacity: Capacity figures are in terms of nominal or rated capacity. The unit of measurement used in the data files is a million tonnes per year, unless otherwise stated.

Status of investment projects: In order to assess future steelmaking capacity levels, investment projects are classified as “underway” or “planned”, while projects that have already come on stream are classified as “in operation”. A project classified as “underway” is one which is under construction or for which contracts for equipment have been awarded and a major financial or state commitment has been made. “Planned” projects may be realised during the forecast horizon, but are uncertain because they are either at the feasibility or early planning stage, yet to receive financial or state backing, or not scheduled for completion at a specified time. The classification of projects and comments on their progress do not in any way represent a judgement or imply a view on the advisability or feasibility of the projects.

Company ownership status: The “Ownership” column shows a distinction between state-owned plants or projects (S) and those which are privately owned (P). The status of a company’s ownership was taken directly from the information source used to obtain the investment and capacity data, and thus may not necessarily correspond to definitions of state ownership used within the OECD.

Investment costs: Investment costs listed in some of the tables refer to the total investment of each project.

Furnace size: The volume of blast furnaces refers to the inner volume.
