Regional Policy Network on Small and Medium Enterprises (SMEs)

 

The Regional Policy Network on Small and Medium Enterprises (SME) is one of the six Regional Policy Networks (RPNs) in the OECD Southeast Asia Regional Programme, established in 2014. The Network is comprised of delegates of the ASEAN Coordinating Committee on Micro, Small and Medium Enterprises (ACCMSMEs) and experts from a wide-spectrum of SME policy areas such as investment, productivity, trade, environment  and digital economy from the OECD and the Economic Research Institute for ASEAN and East Asia (ERIA). 

In 2018, the OECD, in cooperation with ASEAN and ERIA, launched the latest edition of the SME Policy Index ASEAN 2018 : Boosting Competitiveness and Inclusive Growth during the 50th ASEAN Economic Minister's Meeting in Singapore in September 2018. The 2018 SME Policy Index aims to enhance the capacity of Southeast Asian policy makers to identify policy areas for future reform, as well as implement reforms in accordance with international good practices.

The RPN aims to improve and co-ordinate effective SME policies in ASEAN countries. The RPN also supports the implementation of the ASEAN Strategic Action Plan for Small and Medium-sized Enterprises Development  2016-2025 (SAPSMED 2025) through a five year horizontal project for ASEAN SMEs.

Making up more than 90% of enterprises and accounting for over 50% of jobs, MSMEs play an important role in the ASEAN region. The ASEAN Economic Community (AEC) Blueprint 2025 also emphasises the need to strengthen the role of MSMEs as the backbone of ASEAN economies.

The RPN on SMEs continues to strengthen the work of the OECD and ASEAN to support, monitor, and assist in capacity building and open policy dialogues on good practices among ASEAN countries.

Meetings


The RPN meetings are held twice a year back-to-back with the meetings of the ASEAN Coordinating Committee on MSMEs (ACCMSME).  Since it was launched in 2014, a number of meetings have already been held, focusing on a wide-range of SME policy related issues including technology transfer, innovation, access to market, SME statistics, SME productivity, the impact of the digital economy on SMEs, inclusive business and GVCs and greening SMEs.

In addition to these RPN meetings, four SME roundtables were organized in 2014 to discuss forward-planning with national stakeholders in Cambodia, Lao PDR, Myanmar and Viet Nam.
