    Boosting social entrepreneurship and social enterprise development in Slovenia - In-depth policy review

    This report provides an in-depth analysis of the policy ecosystem in place for social entrepreneurship and social enterprises in Slovenia. It identifies the country’s strengths and challenges and provides policy recommendations to support the development of a stronger policy ecosystem. After an overview of the socio-economic and political context (Chapter 1), the report describes the conceptual framework for social enterprises and the social economy (Chapter 2); and analyses institutional and legal frameworks for social enterprises (Chapter 3), access to finance for social enterprises (Chapter 4), and access to public and private markets (Chapter 5), along with social impact measurement and reporting for social enterprise development (Chapter 6).

    OECD Reviews of Pension Systems: Slovenia

    This review provides policy recommendations on how to improve the Slovenian pension system, building on the OECD’s best practices in pension design. It details the Slovenian pension system and identifies its strengths and weaknesses based on cross‑country comparisons. The Slovenian pension system consists of a mandatory defined benefit pay‑as‑you‑go public scheme and supplementary private schemes. The review also describes the first layer of old‑age social protection in Slovenia and discusses possible ways to improve communication about pensions. The OECD Reviews of Pension Systems: Slovenia is the seventh in the pension review series.

    This profile provides a concise and policy-relevant overview of health and the health system in Slovenia as part of the broader series of the State of Health in the EU country profiles. It provides a short synthesis of: the health status in the country; the determinants of health, focussing on behavioural risk factors; the organisation of the health system; and the effectiveness, accessibility and resilience of the health system. This edition has a special focus on the impact of COVID‑19. This profile is the joint work of the OECD and the European Observatory on Health Systems and Policies, in co-operation with the European Commission.

    Digital Government Review of Slovenia - Leading the Digital Transformation of the Public Sector

    This Digital Government Review of Slovenia explores how the Government of Slovenia could enhance and harness digital government to achieve broader strategic goals. It evaluates the efforts made so far by the Slovenian government in shifting towards a digital government approach by looking at institutional governance, institutional digital talent, public service delivery and the strategic use of data. The review provides policy recommendations to allow Slovenia to make the most of digital technologies to foster a citizen and data-driven administration and to enable and sustain the digital transformation of the public sector.

    Investing in Youth: Slovenia

The report on Slovenia presents new results from a comprehensive analysis of the situation of young people in Slovenia, exploiting various sources of survey-based and administrative data. The report provides a detailed assessment of education, employment and social policies in Slovenia from an international perspective, and offers tailored recommendations to help improve the school-to-work transition. Earlier reviews in the same series have looked at youth policies in Brazil (2014), Latvia and Tunisia (2015), Australia, Lithuania and Sweden (2016), Japan (2017), Norway (2018), and Finland, Korea and Peru (2019).

    Making Dispute Resolution More Effective – MAP Peer Review Report, Slovenia (Stage 2) - Inclusive Framework on BEPS: Action 14

    Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by Slovenia.

    Labour market institutions for an ageing labour force in Slovenia

    Population ageing will lead to a smaller and older workforce. Looking forward, this means that growth will increasingly depend on ensuring the best use of Slovenian workers. This implies keeping older and experience workers longer in employment and better support difficult-to-employ low-skilled job-seekers. In addition, better labour allocation will enable workers to realise their productivity and wage potential. This requires a greater role for social partners in securing individual wages that better reflect efforts.

    The impact of COVID-19 on SME financing - A special edition of the OECD Financing SMEs and Entrepreneurs Scoreboard

    The COVID-19 crisis has had a profound impact on SME access to finance. In particular, the sudden drop in revenues created acute liquidity shortages, threatening the survival of many viable businesses. The report documents an increase in demand for bank lending in the first half of 2020, and a steady supply of credit thanks to government interventions. On the other hand, other sources of finance declined, in particular early-stage equity. This paper, a special edition of Financing SMEs and Entrepreneurs, focuses on the impacts of COVID-19 on SME access to finance, along with government policy responses. It reveals that the pre-crisis financing environment was broadly favourable for SMEs and entrepreneurs, who benefited from low interest rates, loose credit standards and an increasingly diverse offer of financing instruments. It documents the unprecedented scope and scale of the policy responses undertaken by governments world-wide, and details their key characteristics, and outlines the principal issues and policy challenges for the next phases of the pandemic, such as the over-indebtedness of SMEs and the need to continue to foster a diverse range of financing instruments for SMEs.
