6th OECD Southeast Asia Regional Programme's Policy Network Meeting on Sustainable Infrastructure
Strengthening governance for Sustainable Infrastructure
The 6th OECD Regional Policy Network Meeting on Sustainable Infrastucture, hosted by the National Economic and Development Authority of the Philippines took place in person from 25-26 April 2022 in Manila, the Philippines. The OECD’s Public Governance Directorate and Environment Directorate teamed up with the OECD Korea Policy Centre to organise the event. The National Economic and Development Authority (NEDA) of the Philippines co-chaired the event alongside the United States, and the Public Private Partnership Centre of the Philippines graciously provided the venue.
Infrastructure is essential for economic development and accounts for about 60% of GHG emissions globally. Given the long lifespan of infrastructure assets, the investment decisions made today could lock countries into carbon-intensive development pathways for years to come. As ASEAN countries design plans to address climate change and the impact of the COVID crisis, there is once-in-a-generation opportunity to get infrastructure governance right and build economies that are more resilient, greener and more inclusive.
This meeting provided an opportunity for selected participants from ministries in charge of planning, finance and public procurement to:
- Share their challenges and priorities in the thematic areas of:
- Long-term strategic planning for sustainable infrastructure,
- Aligning infrastructure project pipelines with environmental, social and governance objectives,
- Ensuring efficient and effective public procurement of sustainable infrastructure projects,
- Mobilising private finance for sustainable infrastructure.
- Learn about OECD and international standards, tools and instruments that support good governance of infrastructure and how they can be applied in practice (e.g. the 2020 OECD Recommendation on the Governance of Infrastructure, the G20 Principles for Quality Infrastructure Investment).

About the Regional Policy Network
The Regional Policy Network (RPN) aims to strengthen ASEAN economies’ infrastructure governance frameworks. It supports the ASEAN Secretariat and the ASEAN Member States in establishing a well-connected ASEAN Economic Community and implementing the Master Plan for ASEAN Connectivity 2025. The network’s activities include diagnostic work, tailored advice, comparative data collection, training, and other capacity building activities relating to sustainable infrastructure, capital investment and regional connectivity.
