RIA Capacity Building - Peer-learning between officials from Mexico, other OECD countries and the Latin America region

The OECD, along with the Ministry of Economy, Mexico and COFEMER conducted a four-day seminar for Federal and Provincial officials, as well as academics and consultants, on how to draft and implement Regulatory Impact Assessments. The learning programme provided a step-by-step methodology on how to produce and analse impact assessments in practice using guidance, case studies and advice from peer government officials, experts and the OECD. 

 

A team of experts from Mexico, Latin America and the OECD Headquarters as well as officials from the Australian Ministry of Finance and United Kingdom’s Regulatory Policy Committee carried out the seminar to 90 particpants. The participants are responsible for drafting policies and regulations or have oversight of RIAs within the Mexican impact assessment system.  

 

The seminar demonstrated the benefits of conducting RIA as seen in other countries and provided detailed guidance on making RIA operational and systemized within Government bodies. The mixture of peer-based learning, local knowledge and OECD best practices enabled a practical capacity building seminar that was provided in a combination of English (with translation) and Spanish. All materials were provided in English and Spanish.
