The report uses the OECD Performance Assessment Framework for Economic Regulators to assess both the internal and external governance of Peru's Energy and Mining Regulator (Osinergmin). The review discusses Osinergmin's achievements and good practices, analyses the key drivers of its performance, and proposes an integrated reform package to help the regulator prepare for the future.

Argentina has embarked in a series of regulatory reforms to improve the quality of its regulatory framework. High-quality regulations can protect consumers and the environment without becoming burdensome for citizens and businesses. The OECD Review of Regulatory Policy in Argentina provides information on the policies, institutions, and tools employed by the Argentinian government to design, implement and enforce high-quality regulations. These include administrative simplification policies, ex ante and ex post evaluation of regulations, stakeholder engagement practices, and multi-level regulatory governance arrangements. The review offers policy recommendations based on best international practices to strengthen the government’s capacity to manage regulatory policy.

Laws and regulations affect the daily lives of businesses and citizens. High-quality laws promote national welfare and growth, while badly designed laws hinder growth, harm the environment and put the health of citizens at risk. This report analyses practices to improve the quality of laws and regulations across all 28 EU Member States and the European Union. It systematically assesses the use of evidence and stakeholder participation in the design and review of domestic laws and regulations based on the OECD Indicators of Regulatory Policy and Governance. It also provides insights into individual Member States’ use of regulatory management tools as they relate to EU laws. The report presents good regulatory practices and highlights areas that should receive further attention and investment.

The review acknowledges OSIPTEL's achievements and good practices, analyses the key drivers of its performance, and proposes an integrated reform package to help the regulator prepare for the future.

International regulatory co-operation (IRC) represents an important opportunity for countries, and in particular domestic regulators, to consider the impacts of their regulations beyond their borders, expand the evidence for decision-making, learn from the experience of their peers, and develop concerted approaches to challenges that transcend borders. This report provides the first OECD assessment of a country’s IRC framework and practices. Mexico’s active efforts to embrace globalisation are reflected in many aspects of its domestic policies, practices and institutions. On one hand, it has undertaken unilateral efforts to embed international considerations in its domestic rule-making through regulatory improvement disciplines and with the consideration of international standards in the drafting of technical regulations. On the other hand, the Mexican government and individual regulators also engage extensively in co-operative efforts on regulatory matters, at the bilateral, regional and multilateral level. Based on the overview of Mexico’s practices and comparison with other OECD countries, the review recommends three areas for improvement: designing a horizontal government-wide strategy for IRC, enhancing information about the tools and benefits of IRC, and offering the necessary tools to support systematic implementation of IRC.

Laws and regulations govern the everyday life of businesses and citizens, and are important tools of public policy. Regulating has never been easy, but the overwhelming pace of technological change and unprecedented interconnectedness of economies has made it a daunting task. The 2018 Regulatory Policy Outlook, the second in the series, maps country efforts to improve regulatory quality in line with the 2012 OECD Recommendation on Regulatory Policy and Governance, and shares good regulatory practices. It provides unique insights into the organisation and institutional settings in countries for designing, enforcing and revising regulations. It also highlights areas of the regulatory cycle that receive too little attention from policy makers. Finally, it identifies areas where countries can invest to improve the quality of laws and regulations and presents innovative approaches to better regulation.

Small and medium-sized enterprises (SMEs) can find it challenging to cope and comply with regulations and adapt regulatory changes. Good regulatory practice (GRP) helps create a stable and enabling regulatory environment for investment, trade, and entrepreneurhsip, and thus supports healthy economies and regional competitiveness. This report is the first comprehensive stock-taking of GRP implementation in Southeast Asia to support local SMEs and their integration into global value chains. For each of the ten countries of the Association of Southeast Asian Nations (ASEAN), the report provides examples of GRP tools and approaches in areas such as administrative burden reduction, e-government, regulatory impact assessment, ex post evaluation, and stakeholder consultation. The report also includes an overview of collective efforts pursued at the ASEAN level to promote the GRP agenda across the region.

How regulations are implemented and enforced, and how compliance is ensured and promoted, are critical determinants of whether a regulatory system is working as intended. Inspections are one of the most important ways to enforce regulations and to ensure regulatory compliance. Based on the 2014 OECD Best Practice Principles for Regulatory Enforcement and Inspection, this Toolkit offers government officials, regulators, stakeholders and experts a simple tool for assessing the inspection and enforcement system in a given jurisdiction, institution or structure. Its checklist of 12 criteria can be used to identify strengths and weaknesses, gauge actual performance, and pinpoint areas for improvement.
