On 6-7 May 2010, Mexico’s Federal Commission for Regulatory Improvement (COFEMER) and the OECD organised the 25th National Conference for Competitiveness and Regulatory Reform, held in Hermosillo, Mexico. The OECD presented the conclusions of the working paper “Successful Practices and Policies to Promote Regulatory Reform and Entrepreneurship at the Sub-national Level”.

 

The event was an opportunity for public officials from the three levels of government, as well as other stakeholders of regulatory reform, to discuss best practices to upgrade regulatory quality of states and municipalities. Experts from several Mexican states, Catalonia (Spain), British Columbia (Canada), and the Mexican Institute for Competitiveness (IMCO) also presented examples and lessons to strengthen the strategies of the Mexican states.

OECD’s participation in this conference is framed within the strategic initiative with Mexico’s Ministry of Economy “Strengthening of Economic Competition and Regulatory Improvement for Competitiveness”.  The programme of work includes initiatives dealing with the multi-level regulatory governance agenda with the aim to improve regulatory quality at the sub-national level. This component recognises the fact that high-quality regulation at one level of government can be undermined by poor regulatory policies and practices at other levels, impacting negatively on the performance of business. The working paper is the first of a set of deliverables related to the multi-level agenda.
