- Jean Maïa

Chef du service de la législation et de la qualité du droit, Secrétariat général du Gouvernement, France

 

Mr. Maïa is Master of Petitions at the Council of State, and Head of service for legal affairs and quality of law at the General Secretariat of the French Government attached to the Prime Minister. He has responsibility for organising interministerial work on impact assessment of draft laws, for modernizing consultation processes, for promoting rules for legislative techniques, for publishing explanatory notices for the Official Gazette, and for following-up on the application of laws etc. He also conducts projects on dematerialized processes for preparing new regulations and normative texts, (S.O.L.O.N system.). He graduated from the Ecole Normale supérieure (Ulm), from Sciences-Po (1993) and from the Ecole Nationale d’Administration (1997). He was previously an auditor at the Council of State (1997), in charge of its Center for documentation (2000-02), and advisor for legal and institutional affairs at the General Secretariat for European Affairs attached to the Prime Minister (March 2002-06).

 

  

  

  

 

 

- Susan Page

Deputy Secretary, Ministry of Finance and Deregulation, Australia

 

Ms Susan Page is currently a Deputy Secretary in the Department of Finance and Deregulation with responsibility for the Department’s Deregulation Group. Prior to this, Ms Page has held senior positions in the Departments of Infrastructure, Finance and Communications, where she has had responsibility for a range of industry policy matters including the establishment of Infrastructure Australia, management of the government’s major road and rail investment program, Auslink; Budget oversight of the government’s major industry Departments and agencies and for changes to government media and broadcasting policy.  Ms Page holds an Arts degree (Hons) from the University of Newcastle. Ms Page joined the Australian Public Service in 1980 as a graduate.

 

 

 

 

 

 

 

 

 

- Chris Shapcott

Director, Regulatory Reform, National Audit Office, United Kingdom

 

Chris Shapcott is a Director at the National Audit Office, leading examinations of the economy, efficiency and effectiveness with which government bodies have used their resources. Chris leads the National Audit Office’s value for money work on regulatory reform and on the Foreign and Commonwealth Office.  He has recently produced reports to Parliament and Select Committees on the effectiveness of regulation across a range of sectors, including the postal market, utility industries, and competition law enforcement; and on public sector regulation, impact assessment, administrative burdens reduction and other regulatory reform initiatives across government.  Between 2004 and 2007 Chris led National Audit Office examinations of economy, efficiency and effectiveness in the National Health Service and the Department of Health, and in recent years he has been responsible for examinations of the Private Finance Initiative, and of the Departments for Food and Rural Affairs and for Transport.

 

 

 

 

 

- Sara Hector

Acting Head of the Evaluation Unit, Secretariat-General, European Commission

 

Sara Hector is Acting Head of the Evaluation Unit at the Secretariat-General of the European Commission. She promotes and co-ordinates evaluation activities across the Commission services. Her previous posts within the Commission have been at the Directorate General for Budget, the Directorate General for Enterprise and Industry and EuropeAid. Before joining the European Commission in 1996, Sara Hector worked for the European Court of Auditors, the Swedish National Audit Office and the Swedish Ministry for Labour. She holds a B.A. in political science from the University of Uppsala and a Master's degree from the Monterey Institute of International Studies, California.
