    Reshaping Decentralised Development Co-operation - The Key Role of Cities and Regions for the 2030 Agenda

    Over the last decades, and in line with the adoption of the Sustainable Development Goals (SDGs) in 2015, cities and regions have played an important part in helping to implement global agendas at local level through their Decentralised Development Cooperation (DDC) activities. This report analyses the evolution of financial flows, emerging trends and innovative paradigms related to the development co-operation of local and regional governments, including but not limited to official development assistance extended by sub-national governments. It promotes a territorial approach to development co-operation and provides policy recommendations to maximise the effectiveness, benefits and outcomes of DDC at all levels, while acknowledging the diversity of approaches, definitions and concepts across OECD DAC countries active in DDC.

    Maintaining the Momentum of Decentralisation in Ukraine

    This Multi-level Governance Series study focuses on Ukraine’s advances in regional development, territorial reform and decentralisation since 2014. The Government launched a reform to merge local governments and strengthen the decentralisation process, giving additional power and resources to sub-national authorities. In a short period, successful steps have been taken toward achieving municipal mergers and greater fiscal, administrative and political decentralisation, complemented by the State Strategy for Regional Development 2015-2020. The first local elections have been held and more public services are being delivered by certain local authorities. Yet, important challenges remain, ranging from a need to address rising disparities and adjusting multi-level governance practices and territorial structures, to better structuring fiscal decentralisation. This report addresses regional performance and disparities in Ukraine, provides insight into Ukraine’s current territorial reform and approach to decentralisation, explores the impact of fiscal decentralisation measures, and includes a case study of the transport sector. It also provides a set of recommendations for action to support Ukraine in meeting the conditions for successful decentralisation.

    Divided Cities - Understanding Intra-urban Inequalities

    This report provides an assessment of spatial inequalities and segregation in cities and metropolitan areas from multiple perspectives. The chapters in the report focus on a subset of OECD countries and non-member economies, and provide new insights on cross-cutting issues for city neighbourhooods, such as the patterns of segregation across income groups, migrant concentration and diversity across cities of different sizes, the role of public transport accessibility in widening intra-city inequalities, and the expected path dependency on outcomes related to segregation. The report also discusses methodological alternatives for measuring different dimensions of inequality and segregation across cities, and highlights the role of public policies in bridging urban divides and the relevance of the scale of analysis in order to make sound international comparisons.

    Productivity and Jobs in a Globalised World - (How) Can All Regions Benefit?

    This report looks at how regional policies can support productivity growth and jobs. While there has been a remarkable decline in inequality in OECD countries, inequality among regions within certain countries has increased over the same time period. Regions that narrowed productivity gaps tended to benefit from economically vibrant tradable sectors and integration with well-functioning cities. This report considers in detail the role of the tradable sector as a driver of productivity growth and its relationship with employment. It addresses the possible risks of a growing tradable sector and how diversification is central to strengthening regional economic resilience. It considers how regions integrate global value chains and highlights the role of regional and policy links in fostering productivity growth and job creation. It asks what policies can help better anticipate or cushion shocks from trade in specific regions and, more generally, what strategies and framework conditions are conducive for regional productivity and employment growth.
