Fostering Diversity in Public Management

The Public Governance and Territorial Development Directorate of the OECD organised two back-to-back events dedicated to fostering diversity in the public service that were held at the OECD headquarters on 1st and 2nd October 2009.


Public employment experts from Arab countries had the opportunity to attend as observers the meeting on “Building a Stronger and Fairer Public Service by Fostering Diversity: Innovative Practices and Future Challenges” on 1st October 2009. Organised within the framework of the OECD Public Employment and Management Working Party, this meeting addressed achievements and challenges encountered by OECD countries to build a representative public service while at the same time guaranteeing a proper supply of skills and competencies required for service delivery. Discussions explored the policy responses developed in some OECD countries to increase the inclusiveness of various under-represented groups within the public service and to use diversity as a strategic tool to improve staff efficiency.


Experts from Arab and OECD countries shared their experiences with integrating the gender dimension in public sector policies and processes at the meeting on “Addressing Gender in Public Management” on 2nd October 2009. Organised within the framework of the OECD-MENA Governance Programme, this meeting addressed the questions of integrating the gender dimension in human resource management, in public budgets, and in regulatory quality frameworks. Representatives from Arab and OECD countries presented the strategies, policies, and initiatives they have developed for introducing gender objectives in the public sector. They reported on achievements and discussed remaining challenges or shortcomings. Discussions examined how and to what extent public administrations allow for the equal participation of women in decision making, foster a gender balanced environment within public management structures and consider the specific needs of women as beneficiaries of public services and policies. Addressing the question of gender in public management is critical for the empowerment of women and for the promotion of good governance. Public policies can promote gender equality and by this means have an impact on social and economic development.
