Item 8: Financing the Sustainable development goals (SDGs)

Mobilising financing will be crucial to the achievement of our domestic and international goals: advancing well-being for all, delivering on the transition to low carbon economies, building quality, reliable, sustainable and resilient infrastructure, promoting global public goods, as well as tackling shared challenges such as conflict, insecurity, pollution, and pandemics.


The international agenda on financing for development has evolved significantly in recent years, with the Addis Ababa Action Agenda (2015) marking an important turning point in this regard. In a world no longer characterised by “North” and “South”, and in which aid from OECD countries forms a small part of an ever growing pie, it is timely to examine the policies that can help deliver on the promise of Addis Ababa.

The following questions were discussed:

  • How should the SDGs be financed in developing countries, especially the least developed countries and the countries most in need, as well as transition countries? How should ODA best be used in achieving the 2030 Agenda in developing countries? What is the status of related initiatives in the Addis Ababa Action Agenda, including domestic resource mobilisation, South-South Cooperation and domestic and international private flows?

  • How can we ensure that the international community and the private sector both contribute to the global development challenges? How can we incentivise global flows to benefit those countries which currently have good governance and the least capacity for raising funds?

  • How can we help countries increase their capacity to raise funds and use them effectively to finance their achievement of the SDGs?
