    The demand for language skills in the European labour market - Evidence from online job vacancies

    This paper investigates the demand for language skills using data on online job vacancies in 27 European Union member countries and the United Kingdom in 2021. Evidence indicates that although Europe remains a linguistically diverse labour market, knowing English confers unique advantages in certain occupations. Across countries included in the analyses, a knowledge of English was explicitly required in 22% of all vacancies and English was the sixth most required skill overall. A knowledge of German, Spanish, French and Mandarin Chinese was explicitly demanded in between 1% and 2% of all vacancies. One in two positions advertised on line for managers or professionals required some knowledge of English, on average across European Union member countries and across OECD countries in the sample. This compares with only one in ten positions for skilled agricultural, forestry and fishery workers and among elementary occupations.

    Taxing Wages: Key findings for Latvia

    The tax wedge for the average single worker in Latvia increased by 0.1 percentage points from 40.5% in 2021 to 40.6% in 2022. The OECD average tax wedge in 2022 was 34.6% (2021, 34.6%).

    Towards a Child-friendly Justice System in Latvia - Implementing the Barnahus model

    Latvia’s current National Development Plan, approved in 2020, sets out a clear vision for the Latvian justice system by 2027. This includes establishing international standards and good practices in the development of national policies to build a child-friendly justice system. This report assesses the benefits of implementing the Barnahus model in Latvia as a child-friendly and interagency one-stop shop to support children exposed to violence or abuse as well as those who have witnessed violence. It examines a whole-of-state approach to promote a justice system that is more people- and child-friendly, incorporating sound governance mechanisms. This report provides recommendations for delivering more targeted and accessible child-friendly justice services in Latvia, as well as different approaches used in OECD Member and partner countries to close justice inequality gaps.

    This profile identifies strengths, challenges and specific areas of action on cancer prevention and care in Latvia as part of the European Cancer Inequalities Registry, a flagship initiative of Europe’s Beating Cancer Plan. It provides a short synthesis of: the national cancer burden; risk factors for cancer (focusing on behavioural and environmental risk factors); early detection programmes; and cancer care performance (focusing on accessibility, care quality, costs and the impact of COVID-19 on cancer care).

    The Public Governance of Anticipatory Innovation Ecosystems in Latvia - Exploring Applications in Key Sectors

    This report presents a case study of applying the OECD anticipatory innovation governance framework to develop and manage anticipatory innovation ecosystems as vehicles for knowledge generation, innovation governance and co-ordinated action to achieve policy goals. Part I establishes the case for anticipatory innovation ecosystems and sets out how they can be governed through a multi-level approach. In Part II, opportunities and challenges for applying this approach in the Latvian context are identified, and recommendations are made for developing anticipatory innovation ecosystems in Latvia.

    Interagency Coordination in Economic Crime Investigations in Latvia

    Economic and financial crimes are growing in numbers, complexity and reach, making them increasingly difficult to investigate and successfully prosecute. This report details efforts in Latvia to strengthen its criminal justice system against financial and economic crimes. It highlights the range of challenges common to numerous jurisdictions, and describes progress made in Latvia to address these challenges through interagency cooperation mechanisms. Finally, it provides recommendations for areas requiring further attention.

    Revenue Statistics: Key findings for Latvia

    The OECD’s annual Revenue Statistics report found that the tax-to-GDP ratio in Latvia decreased by 0.5 percentage points from 31.8% in 2020 to 31.2% in 2021. Between 2020 and 2021, the OECD average increased from 33.6% to 34.1%.

    Understanding how economic conditions and natural disasters shape environmental attitudes - A cross-country comparison to inform policy making

    Understanding adults’ attitudes towards the environment is necessary to gauge the opportunities and challenges of creating effective and politically-feasible climate policies. Using data from the Wellcome Global Monitor 2020, the European Social Survey (Round 8), World Values Survey and EM-DAT, this paper examines how adults’ environmental attitudes vary within and across countries and details how environmental attitudes are associated with adults’ engagement in pro-environmental behaviours and support for environmentally-friendly policies. The paper explores whether the extent to which individuals prioritise the environment over the state of the economy or vice versa depends on individuals’ exposure to natural disasters or negative labour market conditions. Results indicate that people’s economic vulnerability and the sectors they work in impact their attitudes towards their environment and support for public policy. Furthermore, the findings suggest that increases in unemployment and exposure to natural disasters influence the extent to which individuals prioritise the environment.
