The governance of housing is a key determinant of housing outcomes

National contexts and institutional arrangements influence the design and implementation of housing policies, as well as their outcomes. Typically, functions are assigned among the different layers of public administration, calling for intergovernmental co-ordination mechanisms for the effective design and implementation of housing policies. There is a range of policy tools for subnational governments to use in improving housing outcomes, including in the area of immovable property taxation, land use regulations or the provision of social housing.

This section provides a number of indicators that measure the level of decentralisation of housing decisions and refers to several studies that specifically study how the governance of housing is shared among the different administrative levels.
