On 14 October, the OECD co-organised, together with USAID/Vietnam Competitiveness Initiative, a Workshop titled “Enhancing Regulatory Quality: International Experience and Solutions for Viet Nam”. The objective of the workshop was to review progress of implementation of administrative simplification and strategies for further advancing regulatory reform in Viet Nam. At the time of the workshop, the Government of Viet Nam was preparing a new Master Plan for Policy Coordination and Regulatory Reform to Enhance Macroeconomic Management as part of a new phase of regulatory reform.
The workshop discussions drew significantly upon the OECD report Administrative Simplification in Viet Nam: Supporting the Competitiveness of the Vietnamese Economy that was launched in February 2011. This report, requested by the Government of Viet Nam, evaluates the Master Plan to Simplify Administrative Procedures in the fields of the State Governance (“Project 30”). The workshop also engaged international experts to share experiences on the link between regulatory reform in enhancing competition in product and labour markets, good practices on developing an explicit whole-of-government regulatory policy and improving the role of regulators in infrastructure and public service provision.
