Transboundary impacts: systematic and systemic analysis for evidence-based policies implementing the UN 2030 Agenda in a more resilient society

Call for Papers

 

A call for papers is launched to collect contributions on good practices, methods, indicators, and data to identify and manage transboundary impacts. The selected papers will be published in a report focusing on the role of OECD Policy Coherence for Sustainable Development framework to support countries in managing the post COVID-19 by coping with Transboundary impacts and long term effects within a sustainable development context in a more resilient society.

The holistic nature of the 2030 Agenda calls for policies – both domestic and international – that systematically consider interactions (synergies and trade-offs) in achieving sustainable development. An integrated and global approach, based on the promotion of equity and equality, health, prosperity and development, human rights and environmental conservation, is critical to achieving the Sustainable Development Goals and managing the post COVID-19.

Transboundary impacts are broadly defined as the cross-dimensional impacts related to the implementation of domestic (national) and international policies. They relate to the socio, economic, environmental and geopolitical implications generated outside a specific geographical border. The transboundary impacts (synergies, complementarities, trade-offs) across countries must be reckoned with as part of the complex processes to define policies in support of the 2030 Agenda and coping with the post COVID-19 management.

Papers should address one of the following topics:

1) New methodologies and innovative approaches addressing the whole of the 2030 agenda by identifying interlinkages (synergies, complementarities, trade-offs) between SDGs and across countries in a systemic way;
2) Indicators and data on the main transmissions channels of transboundary impacts (social, economic, environmental and geopolitical channels);
3) The role of Multinational Enterprises in influencing the SDGs implementation of countries in which they operate;
4) Experiences of policy implementation in the context of transboundary impacts and interlinkages (Policy Coherence for Sustainable Development) including on the main governance challenges;
5) Good practices in terms of country experience in strengthening synergies between international Conventions such as Paris Agreement on Climate Change and the 2030 Agenda for Sustainable Development in addressing interlinkages.

Format of the paper

The paper should be submitted in English and it should include:

1) contact information and resume of the authors
2) an extended abstract (500-1,000 words), outlining:
  • structure of the paper
  • the main issues, hypotheses, arguments, references
  • country/regional focus,
  • case studies to be considered, and

Successful candidates will be notified on the 30th of May and invited to submit a draft paper (approximately 6,000 words), due no later than 15th of June 2020.
