Public Integrity in Latin America and the Caribbean

The spreading of huge corruption scandals in the Latin American and Caribbean region in recent years has impacted on institutions and political systems, undermining legitimacy and citizens trust.

This has contributed to fuel a growing disconnect between citizens and the public institutions representing them.

To fight corruption in a strategic and sustainable way, countries need to build a comprehensive public integrity system with an emphasis on cultivating a culture of integrity across the whole of society.

The main challenge in Latin America and the Caribbean is to move from reactive to proactive states with a long-term vision to prevent corruption, strengthen the integrity system and ultimately promote trust.

The report (in Spanish) reviews developments and trends and provides recommendations in priority areas (implementing integrity policies, civil service, risk management, political financing).

Increasing productivity, enhancing social inclusion and strengthening institutions are top priorities for countries in the region. Good public governance and a strong culture of integrity are indispensable to achieve these three objectives.

This report builds on the Lima Commitment, signed by 34 countries in 2018. It provides strategic guidance to policy makers to bring political commitments into concrete actions.

OECD Recommendation on Public Integrity

The OECD Recommendation on Public Integrity provides policy makers with the blueprint for a public integrity strategy. It shifts the focus from ad hoc integrity policies to a comprehensive, risk-based approach with an emphasis on cultivating a culture of integrity across the whole of society.

It is built on 3 pillars: System, Culture and Accountability.

OECD-IDB NETWORK FOR INTEGRITY IN LATIN AMERICA AND THE CARIBBEAN

The Network is a unique platform to gather the main actors of integrity systems in the region, to share experiences, evidence and lessons learnt in the implementation of public policies for integrity.

Integrity Reviews in Latin American Countries

OECD Integrity Reviews assess the functioning of the public integrity system. The OECD Recommendation on Public Integrity is at the heart of these reviews to identify and address vulnerabilities to corruption as well as to assess the implementation deficit of integrity measures. These reviews have been carried out at both the national and subnational level.
