Second official meeting of the ASEAN-OECD Good Regulatory Practices Network

The second official meeting of the Good Regulatory Practice Network (GRPN) was held on 16 March 2016 in Vientiane, Lao PDR, back to back with an ASEAN-New Zealand workshop on SMEs. The meeting was opened by Dr. Laohoua Cheuching, Director-General, Foreign Trade Policy Department, Ministry of Industry and Commerce of Lao PDR who hosted the meeting as the 2016 Chair of ASEAN. The meeting was co-chaired by the Network Co-chairs: Dr. Rebecca Sta. Fatima, Secretary-General, Ministry of International Trade and Industry, Malaysia, and Mr. Mark Steel, Director of Regulatory Systems, Ministry of Business Innovation and Employment, New Zealand. It was attended by almost 50 senior officials from ASEAN Member States, OECD member countries and international and regional organisations.

 

Delegates were presented with concrete proposals on the programme of work for 2016-17, including a proposal for a two year horizontal OECD project (2016-18) to investigate the linkages between small- and medium-sized enterprises (SMEs) and global value chains (GVCs) in Southeast Asia with a focus on analysing trade, investment and regulatory policies. The proposal was met with strong support from delegates and there is strong consensus that good regulatory practice is a fundamental requirement for ASEAN in order to have regulations that are transparent and predictable.
