Indicators of Regulatory Policy and Governance: Key components

The Indicators of Regulatory Policy and Governance (iREG) focus on three core areas of regulatory policy: stakeholder engagement, RIA and ex post evaluation.

For each of these areas, the indicators present information collected through the OECD Regulatory Indicators surveys. They gathered information as of 31 December 2014, 31 December 2017 and 1 January 2021. Data for 2014 are from 34 OECD member countries and the European Union. Data from the 2017 survey are from the 38 OECD member and accession countries and the European Union. Data from the 2021 survey are from the 39 OECD member and the European Union.

Each composite indicator is built upon four sub-dimensions or categories:

Triangle
  • Systematic adoption records formal requirements and how often these requirements are conducted in practice;
  • Methodology gathers information on the methods used in each area, e.g. the type of impacts assessed or how frequently different forms of consultation are used;
  • Oversight and quality control records the role of oversight bodies and publically available evaluations;
  • Transparency records information that relates to the principles of open government, e.g. whether government decisions are made publically available.

Access the countries’ composite indicator scores on OECD.stat to check out the scores for primary laws and subordinate regulations in the areas of stakeholder engagement, Regulatory Impact Assessment and ex post evaluation.

The indicators:

  • Present information on regulatory policy processes and practices as of 1 January 2021 (2021 data), 31 December 2017 (2018 data) and as of 31 December 2014 (2015 data). Cover all 39 OECD member and the European Commission for 2021; 38 OECD member and accession countries and the European Commission for 2018, and 34 OECD member countries and the European Commission for 2015.
  • Cover processes that apply to all policy areas.
  • Cover exclusively national regulations. They do not include practices at the sub‑national level.
  • The indicators for stakeholder engagement and RIA focus on the processes of developing regulations (both primary and subordinate) that are carried out by the executive branch of the national government. The indicator for ex post evaluation covers all national regulations regardless of whether they were initiated by parliament or the executive.

Schultz (2015), “2015 Indicators of Regulatory Policy and Governance: Design, Methodology and Key Results”, OECD Regulatory Policy Working Papers, No. 1, OECD Publishing, Paris.
