The third official meeting of the Good Regulatory Practice Network (GRPN) was held on 14 March 2017 in Iloilo City, Philippines, together with the ASEAN-OECD Workshop on Global Value Chains (GVC) and SMEs (15 March 2017) and the ASEAN-UK Workshop on Regulatory Design and Delivery for Business Innovation, Growth and Success (16 March 2017).

The meeting was opened by Dr. Ernesto Pernia, Secretary, Department of Socio-economic Planning (NEDA) of the Philippines who hosted the meeting as the 2017 Chair of ASEAN. The meeting was co-chaired by the Network Co-chairs: Mr. J. Jayasiri, Secretary General, Ministry of International Trade and Industry (MITI), Malaysia, and Mr. Mark Steel, Director of Regulatory Systems, Ministry of Business Innovation and Employment, New Zealand. It was attended by over 80 senior officials from ASEAN Member States, OECD member countries and international and regional organisations.

Delegates discussed how the Network can support the ASEAN Community and 2025 Vision through enhancing regulatory systems and frameworks, as well as continue to support the ASEAN Secretariat on good regulatory practices across the region. Following on the proposed OECD project (2016-18) to investigate the linkages between small- and medium-sized enterprises (SMEs) and global value chains (GVCs), Delegates were presented with the first output of the Network in the form of a forthcoming publication on Business Registration Principles: Good Regulatory Practices for ASEAN.

Delegates continued this conversation in the Workshop on GVCs and SMEs, which focused on gaining a deeper understanding of the regulatory challenges and opportunities faced by SMEs in the various GVC stages, and provided a platform to address these issues to support the emergence of a regulatory environment that facilitates the integration of ASEAN SMEs into GVCs. Delegates supported this work and provided input that will feed into the next stage of the OECD project, which will further develop the proposed OECD Regulatory Opportunities for SMEs and GVCs (REOP) Framework and apply this framework through the collection of data and information. The data and information collection will look at GRP tools, governance and operational modalities for SME development, regulatory delivery and international regulatory cooperation (IRC).
